چکیده
در تبیین جایگاه دولت های مختلف در نظام منطقه ای و بین المللی و سطح قدرت آنها که بر تعریف دولت ها از اهداف و نقش آفرینی خارجی خود تأثیرگذار است، در چارچوب های نظری مختلف بر متغیرهای متفاوتی تأکید می شود. در طبقه بندی کشورها به عنوان دولت کوچک و ارائه تعریفی مشخص از این نوع دولت و ویژگی های آن در نظام بین الملل اجماع نظر چندانی وجود ندارد. به گونه ای که برخی بهترین شیوه را عدم تعریف دولت کوچک می دانند و معتقدند که دولت های کوچک به اندازه کافی شناخته شد ه اند و نیازی به ارائه تعریف خاص نیست. به عبارت دیگر، سوای ابهامی که موضوع تعریف دولت های کوچک را فرا گرفته است، هیچ کس نمی تواند وجود آنها در نظام بین الملل را زیر سئوال ببرد. دولت های کوچک، اکثریت قابل توجهی از دولت های نظام بین الملل را تشکیل می دهند. با این حال، تلاش های مختلفی برای ارائه تعریف و تبیین ویژگی های دولت های کوچک در ادبیات روابط بین الملل انجام شده است که در این مقاله آنها را در قالب شش رویکرد بررسی می کنیم. پس از مرور این شش رویکرد کلی، مفهوم دولت کوچک مورد تجزیه و تحلیل قرار خواهد گرفت و در نهایت، مورد قطر به مثابه دولتی کوچک را با توجه به رویکردهای مذکور مورد بررسی قرار می دهیم.Conceptualization of "Small State" in International Relations: Case of Qatar
Within the various theoretical frameworks, some emphasis has been put on certain variables in order to define the status and power influence of various states in the international and regional systems, but there is no consensus on the definition and classification of Small States and their characteristics in the international system to the extent that some scholars have proposed the idea that “no definition” is the best way to refer to these small states. Advocates of the “no definition” argue that Small States are well-known to the world and need not be defined in any specific terms. On the other hand, despite the ambiguity that has engulfed the definition of the Small States, nobody can cast doubt on their vivid existence in the international arena. Furthermore, Small States constitute a significant majority in international system. In general, a great deal of efforts has been put into defining and explaining the features of Small States in the International Relations’ literature and this study has tried to summarize them in six approaches. Finally, having reviewed all these approaches, Qatar as an example of a Small State is examined in the light of these six approaches.
