چکیده
نخبگان چین با توجه به تغییرات ناشی از جهانی شدن، اولویت سیاستگذاری خود را بر افزایش رشد قدرت اقتصادی به عنوان محور قدرت ملی قرار داده اند. بر این اساس و در راستای استفاده از تمامی ظرفیت های ملی و بین المللی، سیاست خارجی چین در سه دهه گذشته نقشی کلیدی در ایجاد محیطی مناسب برای ارتقای جایگاه این کشور در نظام بین الملل ایفا نموده است. نتیجه این امر توجه به دیپلماسی اقتصادی به عنوان یک رویکرد اقتصاد محور به سیاست خارجی و به تبع آن توجه به الزامات رفتاری آن، همواره مد نظر مقامات این کشور بوده است. در راستای تجزیه و تحلیل این مسئله، مقاله حاضر با استفاده از روش تحقیق کیفی مبتنی بر اسناد تاریخی و کتابخانه ای و همچنین تکیه بر داده های آماری، به تبیین مفهوم، اهداف و عملکرد دیپلماسی اقتصادی در سیاست خارجی چین و نقش آن در قدرتمندی این کشور می پردازد. سؤال اصلی مقاله این است که چین در راستای دستیابی به جایگاهی قدرتمند در اقتصاد جهانی، در عرصه سیاست خارجی چه رویکردی در پیش گرفته است؟ در پاسخ به سؤال، فرضیه مقاله این است که چین بعد از مائو، رویکرد دیپلماسی اقتصادی را با هدف قدرتمندی و ارتقای جایگاه جهانی اقتصاد این کشور به صورت فعالانه در پیش گرفته و در این راستا برنامه هایی چون جذب سرمایه گذاری خارجی، تسهیل فضای کسب و کار تجاری، رونق گردشگری، دستیابی به علم و تکنولوژی روز و بهبود تصویر کشور را به اجرا گذاشته است.Examining the Approach of China to the Position of Global Economic Power
China's elites, with the nobility for the transformation of globalization, have placed their policy priorities on promoting economic power as the centerpiece of national power. Based on this and in order to utilize all national and international capacities, China's foreign policy has played a key role in creating the right environment for the country in the international system over the past three decades. As a result, attention has been paid to economic diplomacy as an economic-oriented approach to foreign policy and, consequently, to the consideration of its behavioral requirements. In order to analyze this issue, the present study uses a qualitative research method based on historical and library documents and also relying on statistical data to explain the concept, objectives and practice of economic diplomacy in China's foreign policy and its role in the country's potentiality. The main question of the article is that China has taken a foreign policy approach in order to achieve a strong position in the global economy. In response to the question, the research hypothesis is that China, after Mao, has actively pursued an economic diplomacy approach with the aim of strengthening its global position and has been actively pursuing its goals, including attracting foreign investment, facilitating the business environment, boom Tourism, the pursuit of science and technology, and the improvement of the image of the country.
