چکیده
اتحادیه اروپا در برگیرنده کشورهایی است که دارای اصول،ارزش ها،هنجارها و فرهنگ مشترک هستند.به گونه ای که در سیاست مشترک خارجی و امنیتی این اتحادیه اصولی مانند: دموکراسی،حقوق بشر،مردم سالاری،حاکمیت قانون مطرح می باشد و یکی از شرایط اصلی عضویت در اتحادیه اروپا تاکید بر موارد نامبرده است.اهمیت این اصول تا اندازه ای است که اتحادیه اروپا در برقراری رابطه با کشورهای دیگردر زمینه های مختلف بر این اصول تاکید کرده است.برای مثال، در موافقتنامه های منعقد شده بین اتحادیه اروپا و کشورهای دیگر بندی به نام حقوق بشر مطرح می گردد. این امر به این معناست که اتحادیه اروپا برقراری رابطه با کشورهای دیگر را مشروط به رعایت حقوق بشر توسط آن کشورها کرده است. برغم تاکید این اتحادیه بر رعایت حقوق بشر و معرفی حقوق بشر به عنوان مبنای ایدئولوژیک این اتحادیه و تاکید بر عوامل حقوق بشری چون دموکراسی، حقوق بشر، حاکمیت قانون و مردم سالاری، رفتار این اتحادیه در عمل مغایر بوده به گونه ای که دارای رفتار متعارض و دوگانه در رابطه با نقض موارد حقوق بشر در قبال کشورهای مورد بررسی(جمهوری اسلامی ایران،عربستان سعودی) بوده است.سوالی که در این مقاله مطرح شده این است که سیاست حقوق بشری اتحادیه اروپا در قبال جمهوری اسلامی ایران و عربستان سعودی چگونه است؟پاسخی که به عنوان فرضیه مطرح می گردد این است که سیاست حقوق بشری اتحادیه اروپا به دلیل روابط سیاسی،تجاری- اقتصادی متفاوت با کشورهای نامبرده به صورت متعارض و دوگانه است.این مقاله در تلاش است به شیوه ای تطبیقی نقض استانداردهای حقوق بشری مورد نظر و تعریف شده، از سوی اتحادیه اروپا در قبال جمهوری اسلامی ایران و عربستان سعودی را تحلیل و تاثیر رفتار آن بر سیاست خارجی این اتحادیه در قبال آنها را بررسی نماید.EU Human Rights Policy: A Comparative Study Involving the Islamic Republic of Iran and Saudi Arabia
The European Union's member countries share common principles, values, norms and culture. Therefore, the EU's common foreign and security policy is based on principles such as democracy, human rights, democracy, and the rule of law; also one of the main conditions for membership in the European Union is to comply with these principles. These principles are so important that the European Union emphasizes on binding them in its relations with other countries in various fields. For example, in the agreements concluded between the European Union and other countries, a clause related to human rights is incorporated. This means that the EU has conditioned its relations with other countries on respecting human rights. Despite the European Union's emphasis on respecting human rights, its behavior has been in practice incoherent and contradictory on the subject of human rights violations towards different countries; in this regard, the best example is EU's stances towards the Islamic Republic of Iran and Saudi Arabia on that matter.
The main question that this research intends to answer is: "What is the EU's human rights policy towards the Islamic Republic of Iran and Saudi Arabia?" The answer given as the hypothesis is that: "The European Union's human rights policy influenced by political, commercial and economic factors has been contradictory and discriminative towards these two countries..
