بررسی قطعنامه های شورای امنیت سازمان ملل متحد در رابطه با بحران سوریه (2011 تا 2017) (مقاله علمی وزارت علوم)

چکیده
در سال ۲۰۱۱ شورای امنیت وضعیت بحرانی سوریه را در دستور کار خود قرار داد. پس از گذشت هفت سال از شروع این بحران که خود ناشی از چالش های سیاسی، اقتصادی، اجتماعی داخلی سوریه است، همچنان این پرونده در دستور کار شورای امنیت می باشد. در این مدت اعضای شورای امنیت پیش نویس قطعنامه هایی را برای پایان دادن به این وضعیت بحرانی تهیه نمودند، اما به دلیل وجود اختلاف میان منافع اعضای شورا و متعاقباً فقدان اتفاق نظر در برخی موضوعات، پیش نویس قطعنامه های پیشنهادی به تصویب نرسید. تا پایان سال ۲۰۱7 شورا نتوانسته است راه حلی قطعی برای خروج از بحران بیابد، اما با تصویب بیست و دو قطعنامه در این بازه زمانی دستاوردهایی در حوزه های عملیات صلح بانی، دسترسی های بشردوستانه، تسلیحات شیمیایی، تروریسم، فرایند انتقال سیاسی، تضمین حاکمیت ملی سوریه و مسئله پاسخگویی داشته است. لذا با توجه به اهمیت بسیار بالای وضعیت سوریه و رویکرد نهاد شورای امنیت در رابطه با آن، در این مقاله به تحلیل قطعنامه های صادره از جانب این نهاد می پردازدیم.The United Nations Security Council Resolutions on Syria Crisis (2011-2017)
In 2011, the United Nations Security Council put Syria situation in its agenda. Having its roots in unstable domestic social, political and economic problems, the situation, after seven years, is still remain in the council’s agenda. Meanwhile, the council’s members has drafted several resolution to put an end to the crisis. Notwithstanding, due to conflict of interests among the council’s permanent members and subsequently, the lack of consensus on certain issues, the efforts for adopting the proposed drafts were blocked. Although, by the end of 2017, the council was unable to find a definitive solution for the crisis, it made significant progress through adoption of twenty two resolutions on various critical issues in particular peacekeeping operations, humanitarian access, chemical weapons, terrorism, sovereignty and accountability. Thus, in light of the extraordinary importance of Syrian crisis as well as the Security Council’s approach toward the case, this article put the council’s resolutions in to account in order to evaluate the evaluate the councils work in Syrian crisis.
