چکیده
با روی کار آمدن حزب عدالت و توسعه، سیاست خارجی ترکیه شکل جدیدی به خود گرفت. به طوری که قدرت نرم در نگاه سیاست گذاران این کشور، از جمله داووداغلو از اهمیت ویژه ای برخوردار شد. در همین راستا و با پیشرفت های اقتصادی ترکیه، اعطای کمکهای توسعه ای و بشردوستانه به بخش مهمی از اعمال نفوذ این کشور در جهان تبدیل شد. ضمن اینکه نباید از نقش آفرینی جامعه مدنی ترکیه که از زمان روی کار آمدن حزب عدالت و توسعه بیش از پیش قدرت یافت، غافل شد. برهمین اساس، این مقاله به دنبال تبیین سیاست خارجی ترکیه در دوران حزب عدالت و توسعه، براساس نظریه هانس مائول که بر مفهوم نقش سیاست خارجی مدنی تمرکز دارد، است و به بررسی ابزارها، اهداف و چگونگی اعمال قدرت مدنی ترکیه در آفریقا می پردازد. سوال اصلی مقاله پیش رو این است که چه عناصری تشکیل دهنده قدرت مدنی ترکیه در آفریقا هستند؟ فرضیه این است که ایجاد جامعه دموکراتیک همراه با رفاه اقتصادی در داخل و ارائه آن به عنوان یک الگو در کشورهای آفریقایی، در پیش گرفتن سیاست های چندجانبه گرایانه و همکاری جویانه در عرصه بین الملل و استفاده از ابزارهای اقتصادی، دیپلماتیک، فرهنگی و مذهبی قدرت مدنی ترکیه در آفریقا را شکل می دهند.Turkey’s Civilian Power in Africa
With the advent of the AKP, Turkish foreign policy took on a new form, the country's policymakers paid more attention to the soft power. Davutoglu and his Strategic Depth theory was of particular importance.In the same vein, and with the economic advancements of Turkey, development assistance and humanitarian assistance became an important part of Turkish instrument of influence in the world.Moreover, the role of the civil society of Turkey, which had become more powerful during the era of Justice and Development Party, should not be neglected.Therefore, the present study seeks to explain Turkey's foreign policy during the Justice and Development Party, based on the theory of Hans Maul, which focuses on the concept of the role of civilian foreign policyAnd explores the tools, goals, and how to apply Turkish civilian power in Africa.The main question here is what are the elements that make up Turkey's civilian power in Africa? Our hypothesis is that the creation of a democratic society with the economic well-being inside and presenting it as a model in African countries, taking multilateral and cooperative policies in the international arena and using economic instruments , Diplomatic, cultural and religious forms of Turkish civilian power in Africa.
