چکیده
کنترل تسلیحات خصوصاً در زمینه موشک در دوران جنگ سرد مبتنی بر روابط قدرت بین دو ابر قدرت بود و دو ابر قدرت برمبنای مفهوم ثبات راهبردی تعاملات خود در حوزه موشک را تنظیم می کردند. پایان جنگ سرد به منزله ظهور بازیگران جدید در عرصه بین المللی و نقش آفرینی آنها در تعاملات بین المللی بود.در نتیجه، رویکردهای کنترل تسلیحاتی نیز برای انطباق با شرایط جدید تغییر کردند. از این رو، این سوال مطرح می شود که با توجه به تغییر در نظام بین الملل و ظهور چالش های جدید، رویکردهای کنترل تسلیحات در حوزه موشک با چه تغییراتی مواجه شده اند. این مقاله معتقد است رویکردهای کنترل تسلیحات در زمینه موشک بعد از پایان جنگ سرد به منظور پاسخگویی به چالش های جدید از حوزه محدود دولت محوری و روابط بین دو ابرقدرت به سمت جامع نگری حرکت کردند که در آن بر سه اصل اعتمادسازی، شفاف سازی و پادمان سازی تاکید می شود. این مقاله برای تبیین این موضوع ابتدا به بررسی تحول نظری در رویکردهای کنترل تسلیحات می پردازد. در بخش دوم چالش های ناشی از موشک مورد بررسی قرار می گیرد و در نهایت روند حرکت رویکردهای کنترل تسلیحات در زمینه موشک مورد بررسی قرار می گیرد.The Evolution of Arms Control Approaches and the Issue of Ballistic Missile Proliferation
The arms control, in the Cold War period, was based on the power relations between the two superpowers. They set up their interactions based on strategic stability in the missile field. New actors emerge post-Cold War and they play significant role in the international system. As a result, arms control approaches also changed to adapt to the new conditions. The question arises here as to what changes have been made to the approaches regarding missile control in light of the change in the international system and the emergence of new challenges in missile area? This paper maintain that arms control approaches after the end of the Cold War, in response to new challenges from the narrow government-oriented field and the relationship between the two powers of domination, focused on three principles of confidence-building, transparency, and safeguards. This paper first examines the theoretical evolution in arms control approaches. The second part examines the missile challenges and ultimately examines the trend of evolutions in arms control approaches in the missile area.
