چکیده
هند از بدو استقلال تحت تأثیر عوامل مختلف دستخوش تحولات بسیاری شده است. زمان، شدت و نحوه اثرگذاری این عوامل در طول زمان متفاوت بوده است. از جمله این عوامل که در فرآیند تحول توسعه هند نقش داشته، رهبران و تصمیم گیران آن هستند. تا جایی که هند به موقعیت کنونی دست یافت. از این منظر، نقش هند به لحاظ تأثیرگذاری و نیز از نظر اهمیتِ بررسی همانند بازیگران اصلی این عرصه بسیار مهم است. این نگارش ضمن بررسی وضعیت اقتصادی هند قبل و در زمان استقلال، برنامه ها و سیاست ها، مؤلفه ها و البته نقش افراد که هند پس از استقلال را به جایگاه کنونی رساند؛ به نقش تصمیم گیری و مبانی تصمیم گیری در توسعه هند می پردازد و از این منظر به پاسخ این سئوال که "چه عواملی و چگونه در توسعه هند مؤثر بوده اند؟" تمرکز دارد که در پاسخ به آن "تغییر تصمیم گیران، نگاه، باورها یا مدل تصمیم گیری آنها عامل اصلی تحول هند محسوب می شود" را به آزمون می گذارد. این نگارش با دیدی توصیفی-تحلیلی با روش کتابخانه ای و بر اساس اسناد و کتب موجود، ضمن معرفی عوامل و منابع اثرگذار بر اهداف و جهت گیری هند در مسائل توسعه، با بکارگیری نظریه جیمز روزنا در تأکید بر اهمیت "فرد" و "نقش" در ساختار تصمیم گیری هند به تحلیل جریان توسعه این کشور می پردازد.Analysis of India’s Development Components by Focusing on the Role of Decision makers
India, since the independence, has been affected by several factors. These factors vary in duration, intensity, and the way that they impacts. One of the factors that contributed to the process of Indian development is the “leaders and decision makers”. From this perspective, India's role as one of the most influential actors in this region is very important. This paper examines the economic situation of India before and at the time of independence, the plans and policies, the components, and the roles of those who put India back into current situation. It considers the role of decision making and decision making principles in India's development and from this perspective, tries to answer the question "by which factors and how the Indian development has been affected?" In response to this question, it is submitted that "decision makers change their views, beliefs, or decision-making models as the main factor of Indian evolution". This writing is descriptive-analytic with a library method based on available documents and books. While introducing the factors and sources that influenced India's goals and orientation on development issues using the theory of James Rosenau, emphasizes the importance of the "individual" and "role" in India's decision-making process, and also analyzes India’s development
