چکیده
ماهیت سیاسی منابع آب در خاورمیانه و پیش بینی اینکه آب جای نفت را به عنوان یک منبع منازعه بگیرد به عنصری تعیین کننده در تامین ثبات و آرامش منطقه به شمار می رود. مصرف زیاد آب با توجه به الگوی رشد جمعیتی خاورمیانه و سیاست های پر تنش آبی دولت ها برای سیطره بر آب های مرزی و زیرزمینی بخصوص در مدیترانه شرقی، مدیریت آب را در آن منطقه بحران زا کرده است. اسرائیل با ترکیبی از سیاست تهدید و ترغیب به صلح با اعراب به سرقت آب از رودخانه های مرزی و سفره های زیرزمینی دست زده است و هرگونه قرارداد آبی را منوط به تامین آب اسرائیل دانسته است و کنترل بر منابع آبی رود اردن، یرموک، حصبانی، بانیاس و کلیه سفره های آبی کلیدی را به عنوان حداقل نیاز امنیتی خود تلقی می کند. علاوه بر این با استفاده از تکنولوژی نمک زدایی آب به دنبال حل کمبود آب خود در مقایسه با محیط پیرامونی گام برداشته است. با تشریح مبحث سوال مقاله آن است که، اسرائیل چگونه به تامین امنیت آبی در قیاس با محیط پیرامونی خود دست زده است؟ نتایج حاکی از آن بوده که اسرائیل با سیاست توسعه سرزمینی مناطق جولان و کرانه باختری و بهره گیری از راهبرد نمک زدایی به همراه اصلاح الگوی مصرف و هزینه به تامین امنیت آبی خود دست زده است. نویسندگان این مقاله با روش تبیینی بر اساس داده های کتابخانه ای و اظهارنظر مقامات سیاسی به تبیین آن پرداخته اند.Israeli Water Policy in the Eastern Mediterranean

Israel has Stolen Water from Border Rivers and underground Aquifers through a combination Policies Threatening and Encouragement peace with the Arabs, and it has made any Water contract Conditional on Israel’s Water supply and Considers control over the water Resources of Jordan, Yarmouk, Hesbani, Banias and all key Aquifers as a minimums Security Requirement. In addition, using water desalination Technology, it has taken steps to Solve its Water Shortage in Comparison with the Surrounding Environment. Explaining the Issue, the question the Article is, How has Israel Provided Water Security in Comparison with its Surroundings? The Results indicate that Israel Pursues and underground Development policy in the Golan Heights and the West Bank and taking advantage of the Desalination strategy along with Modifying the Consumption and cost Patterns, has ensured its Water security.
