اهمیت «تاریخ» و «تئوری» در پژوهش های روابط بین الملل (مقاله علمی وزارت علوم)

چکیده
این مقاله به بررسی اهمیت تاریخ و تئوری در پیشبرد پژوهش های روابط بین الملل می پردازد. در نظام آموزشی رشته روابط بین الملل (و علوم سیاسی) در دانشگاه های ایران، به ویژه در مقاطع کارشناسی ارشد و دکتری، که دانشجویان ملزم به نوشتن پایان نامه هستند، بهره برداری حداکثری از ابزار «تاریخ» به شکل سنتی آن، یعنی استفاده توصیفی، گسترده و بعضا کلی گونه از تاریخ، بی جهت بر حجم یک کار پژوهشی می افزاید. از سوی دیگر، این نظام، بطور سنتی نقش برجسته و حداکثری به استفاده از «تئوری» برای هدایت پژوهش ها قائل است. این مسئله تبدیل به یک آفت جدی در هدایت و سودمندی پژوهش های روابط بین الملل در کشورمان شده است. تاریخ و تئوری تنها ابزاری هایی برای «قالب بندی» یک پژوهش در روابط بین الملل و ساده سازی فهم آن برای خواننده هستند. بر همین مبنا، بهره برداری از آنها باید به شکل «حداقلی» و صرفا برای کمک به فهم فرضیه اصلی نویسنده و با یک روش «ویژه» با هدف درک صحیح از روندهای جاری سیاسی، امنیتی و اقتصادی مختص به هر جامعه باشد. در این روش، بهره برداری از ابزار تاریخ هم به شکل کاربردی و برای تبیین روندهای موجود و به شکل بازگشت های سریع و آزادانه تاریخی در سرتاسر متن برای تبیین چرایی و تداوم روند رخداد یک پدیده تاریخی در زمان حال یا پیش بینی آینده صورت می گیرد. همزمان از تئوری صرفا برای قالب بندی بحث، آزمون فرضیه و عملیاتی کردن بحث در حوزه سیاستگذاری استفاده می شود.The Significance of "History" and "Theory" in International Relations Studies
This article investigates the significance of “history” and “theory” in the international relations studies’ educational system in in Iran. The structure of IR studies in in Iran is centered on a maximal use of history in its traditional form that is a descriptive, extensive, and generalized way of apply history, which unnecessarily adds to the content of an article. At the same time, such an educational system gives too much weight to theory in conducting a research. The author, however, argues that history and theory are only two important means of framing and simplifying a research for readers.in this respect, using of them should be minimal and merely for helping to understand the author’s hypothesis, with a specific approach aimed at understanding accurately the existing political, security and economic trends and particularity of any individual society. In this approach, applied history is used to explain why an event occurred and continued to the present time and possibly in the future. To this end, the author suggests a serious researcher should use a quick and liberal way of using historical flash backs throughout the text. Likewise, theory should be used only to frame the argument and operationalize the discussion in the context of policy.
