«نفرین منابع» و ناکامی الگوی «دولت توسعه گرا» در دولت های نفت خیز خاورمیانه (مقاله علمی وزارت علوم)

چکیده
الگوی دولت توسعه گرا عبارتی است که برای نوع خاصی از دولت ها وضع شده و در آن از شاخصه های خاصی بهره گیری می شود. هدف پژوهش حاضر، بررسی تطبیقی دو الگوی نظریِ دولت توسعه گرا و نفرین منابع در حوزه مطالعات توسعه جهان سوم با خاورمیانه است تا از رهگذر واقعیت موجود چشم اندازی برای آینده منطقه جست وجو کند. ازاین رو، این نوشتار حول این پرسش شکل گرفته است که تا چه اندازه نظریه دولت توسعه گرا ، با کشورهای نفتی خاورمیانه تطبیق دارد فرضیه نگارندگان این است که، مولفه های دولت توسعه گرا با در نظر گرفتن پدیده نفرین منابع در کشورهای نفتی خاورمیانه ضعیف بوده و این عامل در کنار تاثیرات منفی درآمدهای نفتی که خود منتج از ساختارهای نهادی نامناسب است زمینه ناکامی روند توسعه را در این منطقه باعث شده است.برای تأیید این فرضیه و رسیدن به پاسخی مناسب برای پرسش اصلی، مقاله در دو محور اصلی تنظیم شده است: در محور نخست به دو بحث نظری در قالب نظریه دولت توسعه گرا و نظریه نفرین منابع پرداخته خواهد شد. در محور دوم تلاش می شود، مباحث نظری با داده هایی از خاورمیانه سنجیده شده و به نتایج مشخصی در راستای پاسخ به پرسش اصلی دست یافت.The Curse of Resources and the Failure of the Developmental Government Pattern in Middle Eastern Oil Rich Countries
The developmental state model is a term used for a particular type of government, in which specific features are used. The purpose of the present study is to examine the two theoretical models of the developmental government and the curse of resources in the field of Third World Development Studies in the Middle East in order to seek out the future of the region through the present reality. Therefore, this paper focuses on the question of how far the theory of the developing state is aligned with the Middle Eastern oil countries. The authors' hypothesis is that the components of the developing state, taking into account the scourge of resources in Middle Eastern oil countries This point is weakened by the negative effects of oil revenues resulting from inappropriate institutional structures, which has led to a lack of development in the region. To confirm this hypothesis and to arrive at a proper answer to the main question, the paper is set up on two main axes: In the first place, two theoretical discussions will be devoted to the theory of developmental government and the curse of resources. In the second axis, attempts are made to discuss the theoretical discussions with data from the Middle East and to arrive at certain results in response to the main question.
