فهم تحولات سیاست خارجی روسیه؛ برآیندی از زیست جهان های متکثر (مقاله علمی وزارت علوم)

چکیده
سیاست و روابط بین الملل عرصه پویایی و تحول است و ادراک و فهم جدید از سیاست خارجی کشورها ضرورتی گریز ناپذیر است. تاریخ نشان داده که رفتار و کنشگری روسیه به عنوان یک بازیگر مهم نظام بین الملل در گستره سیاست خارجی هیچگاه خطی، یکسان و یکنواخت نبوده است. در همین راستا هدفاینپژوهش آن است تا ضمن شرح پدیدارشناختی تحولات سیاست خارجی روسیه، بنیادهای اندیشگی سیاست خارجی نوین روسیه و جایگاه ایران در این سیاست را با محوریت اندیشه های «الکساندر دوگین»، فیلسوف سیاسی معاصر روسیه قابل فهم سازد. پرسش اصلی مقالهاز این قرار است که «ماهیت تحولات سیاست خارجی روسیه چگونه قابل درک می باشد؟» فرضیه ی مقاله این گونه تدوین یافته که «به تناسب غلبه تعریف خاصی از زیست جهان، سیاست خارجی روسیه متحول می شود. بر این اساس، با تسلط اندیشه نو اوراسیاگرایی، روسیه واجد فرهنگ و تمدنی بی مانند قلمداد شده که در مقابل فرهنگ غربی قرار دارد. بنابراین، روسیه باید در سیاست خارجی ریشه ها و جایگاه استراتژیک خود را بازیابد و به مثابه یک فرهنگ مستقل اقدام به بازیافت تاریخی دشمنان و دوستان و تقریر جدید از سیاست خود نماید. با این وجود، تحول در سیاست خارجی صرفاَ محصول نظام های فکری نیست و دولتمردان روسیه بر اساس یک عقلانیت استراتژیک، هرگاه در چارچوب منافع ملی خود بایسته دانسته اند با برگزیدن یک رویکرد عمل گرایانه و بهره جستن از چالش های منطقه ای و جهانی و همکاری با همه بازیگران بین المللی به بیشینه سازی منافع خود پرداخته اند.» چارچوب نظری این پژوهش پدیدارشناسی و یافته های آن به شیوه توصیفی- تحلیلی مورد بررسی قرار گرفته است.Understanding changes in Russian foreign policy; the outcome of diverse life-worlds
Politics and international relations are an area of dynamism and change, and a new perception and understanding of the foreign policy of countries is inevitable. As history has shown that the behavior of Russia as an important actor in the international system has never been linear, uniform, and uniform in the field of foreign policy. The purpose of this study is to describe the phenomenological changes in Russian foreign policy and understanding the foundations of thought in new Russian foreign policy, with look at the ideas of contemporary Russian political philosopher Alexander Dugin. The main question of the research is that: “How to understand the evolving essence of Russian foreign policy?” The research hypothesis is that: Russian foreign policy is changing, in result of overcoming the specific definition of the lifeworld. Russia is considered as a unique culture and civilization, which is against western culture, with the dominant of neo-Eurasianism. Therefore, Russia must regain its roots and strategic position in foreign policy and should try to redefine his enemies and friends and adopt a new foreign policy. At the same time, Russian statesmen on the basis of a strategic rationale and without regard to theoretical controversy, whenever it is necessary, they have maximized their national interests, by adopting a pragmatic approach and taking advantage of regional and global challenges and communicating with all states. The theoretical framework of research is phenomenology and its findings have been examined in a descriptive-analytical method.
