چکیده
سیاست های هنجاری اتحادیه اروپا محصول شیوه متفاوتی است که اتحادیه از طریق آن دنیا را می نگرد. گزاره های مربوط به ترویج ارزش ها و هنجارهای اتحادیه اروپا مانند حقوق بشر، انتخابات آزاد، دفاع از حقوق اقلیت ها، دموکراسی و ساختارهای دموکراتیک بخش جدایی ناپذیر عوامل مؤثر بر قدرت هنجاری اتحادیه اروپا در نظام جهانی است. اولویت منافع مادی بر منافع هنجاری، عدم تعریف جهانی و مورد پذیرش از ارزش ها و هنجارها، سیاست های دوگانه و متناقض در کاربست ارزش ها و هنجارها، عدم رعایت حقوق اقلیت ها و نژادها و نقض حقوق بشر در میان اعضای اتحادیه اروپا، عقب گرد دموکراسی در برخی از کشورهای عضو این اتحادیه و اختلافات کشورهای مهم اتحادیه از مهمترین مواردی است که قدرت هویتی اتحادیه اروپا را در نظام جهانی با چالش مواجه ساخته است. پرسش اصلی مقاله حاضر این است که، سیاست گذاری های دفاعی امنیتی اتحادیه اروپا چه تأثیری بر جایگاه هویتی این اتحادیه در جامعه جهانی دارد؟ بر این اساس سیاست گذاری های دفاعی امنیتی اتحادیه اروپا تا حدود زیادی تحت تأثیر منافع دولت های عضو قرار دارد و مانع از شکل گیری یک روند مشترک و مشخص می شود و چالش هایی را برای جایگاه هنجاری این اتحادیه ایجاد می نماید.متن
Challenges and Impacts of EU Defense-Security Policies on Identity-Normative Status
The EU's normative policies are the product of a different way in which the EU views the world. The propositions concerning the promotion of the values and norms of the European Union are an integral part of the factors influencing the normative power of the European Union in the world system. Priority of material interests over normative interests, lack of universal definition and acceptance of values and norms, dual and contradictory policies in the application of values and norms, non-observance of the rights of minorities and races and human rights violations among members The European Union, the regression of democracy in some EU member states, and the differences between important EU countries are among the most important issues that have challenged the EU's identity in the global system. The main question of the present article is that, what effect do the EU defense-security policies have on the identity of the EU in the international community? Accordingly, the EU defense and security policies are largely influenced by the interests of the member states and prevent the formation of a common and clear process and pose challenges to the normative position of the EU.
