چکیده
فضای سایبری با فراهم آوردن سطوح بالایی از اطلاعات و ارتباطات و سرگرمی ها، بخش جدایی ناپذیر زندگی اطفال می باشد. حق اطفال به دسترسی به فضای سایبر در جهت برخورداری از حقوق اساسی خود مانند حق بر آموزش، حق بر آزادی بیان و اطلاعات، حق بر تفریح و سرگرمی و حق بر شرکت در اجتماعات، بی تردید نیازمند محیطی امن و مطلوب می باشد. فضای سایبر با وجود منافع بیشمار، به واسطه جرایم گسترده و پیچیده و عدم آگاهی و نبود بستر قانونی منجر به آسیب های زیادی برای اطفال بوده، که امنیت روانی و اخلاقی اطفال را به عنوان سرمایه های انسانی جوامع در خطر قرارداده است. با توجه به یافته های این پژوهش خشونت علیه اطفال بطور گسترده در فضای سایبری در تمام جهان در جریان بوده است و بنا به اسناد و گزارشات بین المللی، ضروری است که دولت ها بر اساس تعهدات خود راهکارهایی را در حمایت از اطفال در جهت مقابله و پیشگیری از این آسیب ها و جرایم بکار گیرند. از جمله به وسیله، همکاری بین المللی و پیوستن به کنوانسیون ها و راهکارهای جهانی، پایندی به اجرای حقوق اطفال، قانونگذاری در حمایت از اطفال، استفاده از نرم افزارهای فیلترینگ، و گسترش و تقویت سواد راسانه ای شهروندان، فضای سایبری را تا حدود زیادی به مکانی امن برای استفاده اطفال بدل نمود. شیوه گردآوری داده ها در مقاله حاضر کتابخانه ای بوده و از روش توصیفی تحلیلی برای بررسی، تجزیه و تحلیل داده ها و شواهد استفاده شده است.The role of the government in the moral security of children in the cyber space in the light of international documents

The right of children to access the cyberspace in order to enjoy their fundamental rights such as the right to education, the right to freedom of expression and information, the right to entertainment and the right to participate in social gatherings, undoubtedly requires a safe and favorable environment. The cyberspace, despite its numerous benefits, has led to many harms to children due to widespread and complex crimes and lack of awareness and lack of legal framework, which has endangered the psychological and moral security of children as the human capital of societies. According to the findings of this research, violence against children has been widespread in the cyber space all over the world, and according to international documents and reports, it is necessary that governments, based on their commitments, provide solutions to protect children in order to deal with and Prevent these injuries and crimes. Among other things, by means of international cooperation and joining global conventions and solutions, following the implementation of children's rights, legislation to protect children, using filtering software, and expanding and strengthening citizens' media literacy, the cyberspace has been greatly improved. It became a safe place for children to use.
