Identifying and Measuring the Structural Relationship of Strategic Leadership Explanatory Factors in Urban Management: Case study: Isfahan metropolis

Introduction According to Jane Jacobs, the main part of the concept of "street life" lies in its pedestrians. From his point of view, these are busy and vibrant walkways that give meaning to the city center by providing a social interactive environment.  The existence of communities to achieve sustainable transport goals is obvious because it improves displacement, reduces the negative environmental impacts, enhances the economy, and improves social sustainability by improving social interaction. Perhaps disassembly can be considered as the amount of capacity and ability to navigate properly in the built environment. The contribution of walking on community safety, access and social participation has emerged as a serious challenge to the design of the urban environment, as pedestrian access has steadily decreased in most cities over the last century. In Iran, population growth, accelerated urbanization and increased personal ownership of urban vehicles, especially in the central part of the cities and the old texture, have increased the density in the city center road network and the occurrence of traffic congestion in them, which are generally for the passage of this type and The volume of traffic was not designed and the lack of road networks and their mismatch with today's needs, as well as the deployment of adsorbent population and productive forces, dense neighborhoods and sometimes incompatibility of the basic problems of these areas, and causing interference between rides and pedestrians. The area is in the city of kashan. Kashan is considered one of the most important historical cities of Iran, which has many monuments and valuable monuments. The protection and protection of these historical monuments requires pollution and traffic congestion of the cabin to pay attention to the issue of pedestrians. Although the city of Kashan has some problems, such as low passageways, narrow pedestrian width, crowded traffic and urban traffic, disturbing street view, floor problems, and other issues. For this purpose, the preliminary research is the answer to the question of what is the priority of the planning indicators for pedestrians and, finally, the appropriate passageways for walking in the city of Kashan. Materials and Methods This descriptive-analytic research is. The required information in the theoretical basis is derived using the library method. The Geospatial Information System (GIS) has been used in spatial analysis. Then, based on the studies, suitable indices and their measurement method were determined: connecting the passageways, access to public transportation infrastructure, residential density, and vegetation rates. In the next step, the required data are collected and then, using the AHP and TOPSIS methods, we will combine the criteria and ranking of the tests. Discussion and Results Paired comparisons were used to weigh each indicator. A questionnaire was prepared and completed by 10 experts. A geometric mean is used to obtain a paired comparison. In terms of weight, according to experts, the green index with 0.076 and residential density with 0.082 have a low priority and a 0.453 connection index and access to public transportation infrastructure with 0.215 is the highest priority. The incompatibility coefficient is less than 0.1, which indicates that the survey is acceptable. Based on the ranking of experts from the streets of Mullah Habibullah Sharif Street, Bahonar Blvd., Daneshahr St., Valiasr Ave., Imam Khomeini Street, Nahab St., Abazar St., 22nd Bahman Avenue, have won the highest rank. The results showed that according to the indexes, the index of connection has the highest priority The result of this part of the research is somewhat consistent with Shahiwandi and Qala-Noi (1392) research, because the TOPSIS evaluation model was used to analyze the data and selected the axes according to the type of criteria for navigational capability.  In the present study, according to Tapis software and expert opinion, the top 10 ranked runners for walking have been selected. Habibi et al. (1393) concluded that six "security status" factors, "walking attractiveness", "access to local services", "walking comfort", "and public health status" and "safety status" were respectively the highest share in the definition of residential services at the level of residential neighborhoods, while in the present article, the connection and access index have the highest priority. Taheri Amiri and Talei (1395) in a paper entitled Multi-criteria Evaluation of Urban Indicators in Roads from Prediction Prediction, in this study, the integration of ArcGIS-based Spatial Data Analysis and Remote Sensing AHP and TOPSSIS multi-criteria analysis methods are consistent with the present paper in terms of methodology.
