چکیده
حکومت ها به اتکاء خط مشی های عمومی، جامعه را مدیریت می کنند. از این رو موفقیت یا شکست آنها در گرو به کارگیری عالمانه و سنجیده چنین خط مشی هایی است. بنا به عوامل و شرایطی، بعضا در نظام های سیاسی نوعی از خط مشی های عمومی ظهور و بروز می کند که فاقد رژیم خط مشی (سیاستی) هستند؛ از نوعی نظریه برنامه برخوردار نیستند؛ دچار نوعی تناقضات درونی اند؛ طرح خط مشی (سیاستی) تنسیق شده ای ندارند؛ در پی کاهش یا انتقال هزینه ها هستند؛ دارای سیستم پایشی و ارزشیابی منسجمی نیستند؛ صبغه سیاست زدگی بالایی دارند و... . نویسنده این گونه خط مشی ها را "خط مشی های رفع تکلیفی نامگذاری" کرده و مدعی است در همه کشورها درجاتی از این نوع خط مشی ها وجود دارد. عوامل متعددی منجر به شکل گیری این نوع خط مشی ها می شود که پیامدهای رفتاری، نگرشی و گفتاری متعددی در سطح ملی یا بین المللی در پی خواهد داشت. هدف این مقاله پردازش مفهومی، فهم شکل گیری و واکاوی پیش آیند و پس آیند چنین پدیده ای است."The Getting Ride of" Public Policies in Iran: Conceptual Foundations, Charactrsitics, Antecedents and Concequences
Public policies are instruments of governments for managing public affairs. Therefore their success or failure depends on the implementation of such policies is wisely and tactfully.Sometimes in political systems,emerged a kind of public policy with following charactristic:lack of policy regime and a programme theory ,suffering from a kind of inner contradictions , have not a articulated policy design,its purpose is transfer or decreasing public expenditures, have not an integrated monitoring and evaluation system , ascend to high politicization and …The author have called such policies as "getting rid of" public policies and claimed there are some degree of this type of policies in all countries. Several factors leading to the formation of such policies and these kind of policies have impacts on attittude, language and behavour of people. The purpose of this article is to describe the conceptual foundations, formation, and exploring antecedents and concequences of such policies.
