ارائه مدلی جهت ارزش گذاری نوآوری های حوزه زیست فناوری بر پایه رتبه بندی اختراعات ثبت شده (مقاله علمی وزارت علوم)

چکیده
زیست فناوری یکی از جدیدترین فناوری هایی است که باعث افزایش تولیدات کشاورزی، تسریع در بهبود بیماری ها، رفع آلودگی های محیط زیست و... شده و برای گسترش و اشاعه آن نیاز به اقداماتی می باشد که یکی از مهم ترین آنها تجاری سازی فناوری است. امروزه برای پژوهشگران و متخصصان زیست فناوری کشور چاپ مقاله و دستیابی به دانش فنی ترکیبات جدید در این حوزه کار سختی نیست اما ورود به بازار و تجاری سازی محصولات زیست فناوری موضوعی است که در کشور واجد ضعف جدی است. یکی از مراحل اصلی در تجاری سازی، قیمت گذاری فناوری است. این تحقیق به دنبال ایجاد چارچوبی جدید به منظور تسهیل در تجاری سازی فناوری های حوزه زیست فناوری از طریق ارائه مدلی برای ارزش گذاری و رتبه بندی اختراعات ثبت شده این حوزه است. بر همین اساس با استفاده از تحلیل محتوای استنباطی، معیارهای موثر بر ارزش فناوری از مقالات و کتب این حوزه استخراج و در اختیار خبرگان قرار گرفت تا آنها به هر یک از این معیارها وزنی اختصاص دهند. وزن دهی به شاخص ها با استفاده از روش حداقل مربعات لگاریتمی فازی(FLLSM) انجام شد و در مرحله بعد با استفاده از بانک اطلاعاتی موجود در ستاد توسعه زیست فناوری معاونت علمی و فناوری و دیگر مراکز متولی زیست فناوری در کشور، اطلاعات مربوط به 54 اختراع ثبت شده در کشور در حوزه های پنج گانه زیست فناوری (شامل زیست فناوری دریایی، محیط زیست، شیمی، پزشکی و کشاورزی) استخراج گردید. در نهایت هم اختراعات ثبت شده این حوزه های کاربردی با استفاده از روش FGTMA رتبه بندی شدند. نتایج به دست آمده از این پژوهش موید آن است که مهم ترین پارامترهای تاثیرگذار بر ارزش فناوری، معیار بازار است. به علاوه حوزه های جذاب در بخش زیست فناوری نیز به ترتیب عبارتند از: محیط زیست، کشاورزی، پزشکی، شیمی و دریا.Developing a Model for Valuation of Biotechnological Innovations Based on Patent Ranking
The difference that exist between developed and developing countries, is technology particularly advanced technology. One of the advanced technologies is biotechnology that so interesting in recent years and achieved many successes in the domestic and international level. Biotechnology is one of the newest technologies which increase the agricultural productivity, accelerating recovery of diseases, eliminate environmental pollution and so on, to expand and its dissemination need to take measures that commercialization of technology is one of the most important ones. Today publishing paper and access to technical knowledge of new compounds in this field not hard, however, country has serious weaknesses in market entry and commercialization of biotech products. Technology pricing is one of the main steps in commercialization. Accordingly, this research sought to create a new framework to facilitate commercialization of technologies in the field of biotechnology through developing a model for the valuation and ranking of patents in this field. On this basis by deductive content analysis, effective criteria on technology pricing were derived from literature of this field, then were available to experts for allocating weight to each of criteria, weighting to the criteria was conducted by Fuzzy Logarithmic Least Squares Method (FLLSM), in the next stage by using the database at biotech development department of Presidential Deputy for Science and Technology and other biotech centers in the country, were extracted information of 54 registered patents in the quintuple areas of biotechnology (including marine biotechnology, ecology, chemistry, medicine, agriculture). Finally, patents of this applied areas were ranked by using Fuzzy Graph Theory and Matrix Approach (FGTMA). The results of this research revealed that market criteria are the most important effective parameters on technology value. Furthermore, attractive areas in the biotech sector are as follows: environment, agriculture, medicine, chemistry and sea.
