توسعه سناریوی مطلوب آثار اجتماعی توسعه فناوری نانو در ایران: یک رویکرد مورفولوژیک (مقاله علمی وزارت علوم)

چکیده
یکی از اصلی ترین انگیزه های تحقیقات در حوزه مهندسی و علم در مقیاس نانو، پیشبرد اهداف وسیع اجتماعی است؛ در رویکرد متعادل آثار اجتماعی توسعه فناوری، نه تنها مزایای اجتماعی بلکه پیامدهای پیش بینی نشده نیز مدنظر می باشد. مورفولوژی به عنوان نوعی از ارزیابی پیشینی سیاست گذاری، این اطمینان را ایجاد می کند که با مدنظر قراردادن اهداف بدیل و عدم قطعیت های آثار اجتماعی توسعه فناوری، رویکرد متعادل توسعه و شرایط متنوع آینده را نیز مدنظر قرار داده است. در این مقاله، از روش مورفولوژی به عنوان یکی از روش های برنامه ریزی سناریویی جهت استخراج های سناریوهای باورپذیر آینده بهره گرفته شده است. این مطالعه بر ارتباط و ارزش توسعه فناوری نانو در حوزه های مختلف تمرکز داشته و نتایج آن نشان می دهد که هرگاه روش مورفولوژی در یک فرآیند مشارکتی و نظام مند استفاده شود به سیاست گذاران کمک می کند تا اجماع و تعهد به خروجی ها تحقق یابد. افزون بر این، فناوری نانو می بایست در افق زمانی مدنظر در سه حوزه انرژی، فناوری اطلاعات و ارتباطات و همچنین پزشکی و داروسازی توسعه یابد تا سناریوی مطلوب مقدور آثار اجتماعی تحقق یابد.The Desirable Scenario Development of Nanotechnology Societal Implication in Iran: a Morphologic Approach
One of the basic engineering and scientific research motivation in nanotechnology scale is society's widespread goals. In balanced approach of society's effect of technology development not only society's advantages but also unpredicted effects are emphasized. Morphology as a pre-evaluation of policy making ensures that it has considered alternative goals and uncertainties of society's effects of technology development besides balanced approach of development and various conditions of future. In this paper we have used morphology as a scenario planning approach for extracting possible future scenarios. This paper has concentrated on value of technology development and its relationship in various scopes. Final results show that using morphology in a cooperative and organized process can help the policy makers to reach the agreement and commitment to output. Furthermore nanotechnology must be developed in desired time horizon in three scopes of energy, information and communication technology and medicine and pharmacy in order to make the desirable scenario of society's effect possible.
