تبیین جنبش های عربی بر مبنای مدل «حکمرانی خوب» (مقاله علمی وزارت علوم)

چکیده
خیزش های مردمی که از آغاز سال 2011 میلادی در تعدادی از کشورهای عربی منطقه خاورمیانه و شمال آفریقا رخداد، بسیاری از تحلیل گران و پژوهشگران سیاسی را با این دو پرسش مهم مواجه نموده است که ماهیت و ویژگی بنیادی این جنبش ها چیست؟ و عمده ترین علل این تحولات سیاسی کدام است. پس از آن تبیین ها و تحلیل های مختلفی پیرامون این تحولات مطرح شد و مجامع مختلفی به علل این تحولات پرداختند. در این میان ارزیابی نهادهای بین المللی و بویژه بانک جهانی از علل این تحولات اهمیت دارد و موضوع درخور توجه برای پژوهش است. سئوال پژوهش حاضر این است که از نظر نهادهای بین المللی و بصورت مشخص بانک جهانی علل اصلی تحولات سیاسی در کشورهای عربی چیست. نگارندگان بر این باورند که نهادهای مذکور، تحولات سیاسی در کشورهای عربی را در قالب مدل «حکمرانی خوب» تحلیل و تبیین نموده و جنبش های مذکور درخاورمیانه را به ضعف این مدل از حکمرانی در کشورهای مورد بحث ارتباط داده اند. بر این اساس پژوهش حاضر در تلاش است تا در قالب چهارچوب مفهومی مذکور و با رویکردی نوآورانه به تبین علل انقلاب های عربی بپردازد. اگرچه تحلیل مذکور به عنوان تحلیی یک جانبه، دارای نواقصی است و برخی مؤلفه های مهم در تحولات این کشورها را در نظر نگرفته است.Study and Evaluation of change in government and the political system in Arab countries Based on the theoretical model of good governance
Popular uprisings that started in 2011 occurred in a number of Arab countries in the Middle East and North Africa ,Many scholars and Political scientists faced with two important questions that first is, what is the Nature and basic characteristic of this movement? Secondly, people in this country are looking for? These developments show that in recent decades the nature of political movements in the Arab world is faced with major changes. While the Cold War, Movements and revolutions Arabic have Independence and anti-colonialist nature, but with the collapse of the Soviet Union, speeding up the process of globalization, the media and the dramatic developments in information technology ; in particular ,development of social network such as Facebook and Twitter and influence people, especially the youth of these countries as a majority of the countries of these developments, the expectations and desires of the people and the nature and characteristics arising from movements fact, the people in these countries achieve "good governance" and the most important indicators such as citizens' voice and accountability, government transparency, eliminate corruption and to comply with the Act and these upheavals can be a response to poor performance in meeting the demands of Arab countries considered or And these upheavals can be a response to the poor performance of Arab countries to fulfill the demands considered.
