چکیده
هدف مقاله حاضر آن بود که ضمن توصیف و تبیین مسایل مشترک بشری نشان دهد این مقوله چه چالش هایی برای دولت به وجود آورده است. سوال اصلی این پژوهش آن بود که این مسایل بیش از همه کدام رکن از ارکان دولت را به چالش کشیده است و راه کارِ برخورد صحیح با چنین مسایلی چیست؟ نویسندگان با استفاده از روش کتابخانه ای، با تأکید بر این نکته که اقدام برای رفع مسایل مشترک بشری مستلزم عملِ اداری می باشد و عملِ اداری تابع اصل حکومت قانون است، جایگاه اصلی در مواجهه با این مسایل را برای رکن قانون گذاری قایل شده، به این نتیجه رسیدند که سازوکار سنتی تدوین قوانین به تنهایی نمی تواند خروجیِ مناسبی جهت پاسخ به این مسایل فراهم آورد. بر این اساس پیشنهاد کردند که با استفاده ضابطه مند از روش های «لابی گری» و «روایت گری»، نمایندگانِ مجالس قانون گذاری از مطالبات سیَال مردم در عصر جهانی شدن مطلع شوند تا با عنایت به این خواسته ها، نظم حقوقی متناسب با مسایل مشترک بشری را وضع کنند.The Impact of Common Human Issues on the Sate’s Mechanism of Legislation

Accordingly Suggested that with Regulated use of " Lobbying" and "Narrative", MPs Get out of The fluid demands of the people in the Age of Globalization and act With regard to these demands a Legal order Which is consistent with common human issues.
