چکیده
با حضور مؤثر رسانه ها در عرصه بین الملل، دیپلماسی سنتی متحول شده و «دیپلماسی رسانه ای» به عنوان یکی از شاخه های اصلی فعالیت دستگاه سیاست خارجی پدیدار شده است. در دو دهه گذشته، اهمیت بهره گیری از رسانه های بین المللی موجب شده که کشورهای در حال توسعه نیز در اندیشه بهره مندی از این رسانه ها برآیند. قطر از جمله کشورهایی است که با راه اندازی شبکه خبری الجزیره در سال 1996 استفاده از دیپلماسی رسانه ای را در دستور کار خود قرار داده است. از این رو، مقاله حاضر با رویکرد تبیینی، بر واکاوی مبانی دیپلماسی رسانه ای قطر سامان یافته است. ماحصل پژوهش حاضر اشاره دارد که قطر با اهمیت یافتن «جغرافیای رسانه ای» کوشیده است تا از رسانه های فراملی و جهانی برای جبران کمبود های ژئوپولیتیکی خود استفاده کند. از سویی دیگر قطر به عنوان یک کشور کوچک آسیب پذیر، و به علت نداشتن منابع قدرت سخت افزاری، برای حفظ بقا و امنیت خود در تلاش است تا با پیروی از سیاست «برند سازی ملی»، و از طریق شبکه الجزیره، ضمن تلاش برای انتقال از حاشیه به متن نظام بین الملل، سعی در پیشبرد اهداف سیاست خارجی خود نماید. با در نظر گرفتن این مبانی می توان به تأثیر شبکه الجزیره در نفوذ سیاست خارجی قطر پرداخت.The Role of the Al-Jazeera in Qatar's Media Diplomacy
By effective presence of Medias in international area, the traditional diplomacy evolved and media diplomacy, as one of the main branches of foreign diplomacy system activities, was appeared. In the last two decades, the importance of utilizing international media caused that developing countries try to utilize the international Medias as well. Qatar is one of those countries who docketed enjoying media diplomacy by launching Aljazeera news channel in 1996. Therefore, this article with descriptive- analytic approach, prepared based on analysis of Qatar media diplomacy. The consequence of this research points that Qatar, due to importance of Geo-media, tried to cover its Geopolitics shortcomings by using global medias. On the other hand, Qatar as a small vulnerable country which has no hardware power sources, tries to follow National Branding policy and shift from a dispensable country to a significant one in international system through Aljazeera channel in order to be survived and protect its security and to promote foreign policies goals. By considering such principles, the effect of Aljazeera channel in influence of Qatar foreign policy can be analyzed.
