چکیده
یکی از مباحث مهم در حوزه اقتصاد سیاسی بین المللی منازعه آمریکا و چین در سازمان تجارت جهانی بر سر رعایت یا عدم رعایت هنجارهای این سازمان است. آمریکا چین را متهم می کند که به موازینی که پس از عضویت در سازمان تجارت جهانی متعهد شده بود پایبند نیست این در حالی است که چین خود را قویا به مقررات این نهاد بین المللی پایبند می داند. استدلال چین در وانمود کردن پایبندی این کشور به مقررات سازمان تجارت جهانی باعث شکل گیری این پرسش می شود که آیا ممکن است انگیزه های سیاسی و امنیتی در پس ادعاهای آمریکا باشد؟ بعبارت دیگر آیا ممکن است ادعای آمریکا علیه چین بیش از آن که جنبه حقوقی–تجاری داشته باشد دارای ماهیتی سیاسی–امنیتی باشد؟ فرضیه مقاله که به روش کیفی با رویکرد تبیینی بررسی شده، آن است که نگرانی آمریکا در خصوص چین بیشتر سیاسی-امنیتی است و از آنجا که توانمندی اقتصادی زیربنای توانمندی نظامی و سیاسی می باشد آمریکا نگران آن است که پکن با بهره گیری از ظرفیت سازمان تجارت جهانی به تقویت توانمندی اقتصادی و به تبع آن توانمندی نظامی و سیاسی خود مبادرت ورزد و در رقابت بر سر کسب موقعیت هژمونی گوی سبقت را از آمریکا برباید. یافته های مقاله نشان می دهد که در بسیاری از مواقع آمریکا خود در تخطی از موازین سازمان تجارت جهانی از چین پیشی گرفته است و همین موضوع این ادعا را تایید می کند که آمریکا بیش از آنکه نگران موازین بین المللی باشد نگران تزلزل احتمالی در موقیت مسلط خود در عرصه سیاست جهانی است.Analysis of the nature of US-China disputes in the World Trade Organization: legal-commercial or political-security?
AbstractOne of the important issues in the field of international political economy is the conflict between America and China in the World Trade Organization (WTO) over compliance or non-compliance with the norms of this organization. The United States accuses China of not adhering to the standards it committed to after becoming a member of the WTO, while China strongly adheres to the regulations of this international organization. China's reasoning in pretending that the country adheres to the regulations of the World Trade Organization raises the question of whether there may be political and security motives behind America's claims. In other words, is it possible that America's claim against China has a political-security nature rather than a legal-commercial aspect? The hypothesis of this article is that because economic capability is the basis of military and political capability, the US is probably worried that Beijing will take advantage of the capacity of the World Trade Organization to strengthen its economic capability and, as a result, its military and political capability, thereafter in the competition for gaining a hegemonic position is like overtaking America. The findings of the article show that in many cases America has surpassed China in violating the standards of the World Trade Organization, and this issue confirms the claim that America is more concerned about the possible weakening of its dominant position than it is about international standards. It is in the field of global politics.
