جشن های سلطنتی و مشروعیت سیاسی: مطالعه موردی ایران عصر پهلوی (مقاله علمی وزارت علوم)

چکیده
مروری بر تاریخ سیاسی جهان روایت گر برگزاری جشن های گرامیداشت و ارزش نهادن به مدت زمان طولانی سلطنت حاکمان در نظام های پادشاهی است. نمونه هایی از این جشن ها را می توان در تاریخ ایران و جهان را یافت و آنها را مورد بررسی قرارداد. این جشن ها در زمره انتظاراتی که از هر نظام سیاسی برای فراهمی زندگی توام با رعایت حقوق و کرامت انسانی، رفاه فردی و اجتماعی برای شهروندان وجود دارد، نمی گنجد، ولیکن در چارچوب اعمال سطح سوم نظام قابل تحلیل است. سئوال اصلی مقاله آثار برگزاری جشن های سلطنتی، در مناسبت های گرامیداشت سال های سلطنت حاکمان و رابطه آن با مشروعیت آنان و نظام های سیاسی می باشد؟ به عبارت دیگر اهمیت و نقش طول دوره حکمرانی که زمینه برگزاری جشن گرامیداشت است، بر مشروعیت حاکمان و نظام سیاسی چیست و به چه عواملی وابسته است؟ دیگر آنکه برگزاری این جشن ها را در چارچوب کدامیک از سطوح اعمال و توانایی های نظام سیاسی می توان تحلیل کرد؟ همچنین این سوال به ذهن متبادر می شود که آیا برگزاری این جشن ها که با صرف هزینه های هنگفت مالی و انسانی، برنامه ریزی واجرای فعالیت های گسترده تبلیغاتی به اشکال مختلف و با ابزارهای گوناگون همراه است، برای سرور و شادمانی مردم در مملکت است یا نتیجه ای برای بهبود وضعیت زندگی آنان و مشروعیت حاکم و نظام سیاسی در عرصه ملی و بین المللی خواهد داشت؟ نمونه های تاریخی از برگزاری این جشن ها در سطح ملی و بین المللی وجود دارد. اهمیت مقاله در توجه همه جانبه به مشروعیت سیاسی در فراهمی زمینه اعمال نظام سیاسی از ورود تقاضا همراه با پشتیبانی تا انجام فعالیت های آن در تعامل با محیط داخلی و بین المللی است. این پژوهش برپایه درک سه مفهوم، نظام سیاسی و تحلیل آن برمبنای نظریه ساختاری عملکردی، مشروعیت سیاسی، سلطنت موروثی و همچنین تحلیل فرایند ونتایج برگزاری جشن های سلطنتی دهه ۱۳۴۵-۱۳۵۵در ایران استوار است. فرضیه آن است که جشن های سلطنتی به عنوان جلوه ای از توانایی نمادین که هدف آنها بهره مندی از”مدت زمان” حکمرانی فرد و یا سلسله حاکم برای مشروعیت بخشی حاکم و نظام سیاسی باشد، به دلیل عواملی چند تأثیرگذار نمی باشند. پژوهش از نوع کیفی است که به روش توصیفی تحلیلی اسناد تاریخی و منابع کتابخانه ای انجام شده است.Royal Celebrations and Political Legitimacy: A Case Study of Pahlavi era in Iran
A perusal of global history signifies the role that commemorations and celebrations about the longevity of reigning in monarchies. There are examples of it in Iran and beyond that. While such events cannot be categorized amongst the expectations form political systems (such as dignity and welfare for citizens), but they could be analyzed within the framework of conduct of the political systems. At its third level, as symbolic capacity, it strengthens other capacities such as extractive, responsive, distributive and regulative. This article seeks to analyze the relationship between the organization of monarchical celebrations, specifically marking their reign, and the legitimacy of the political system. In turn, it influences its actions, through input, demands, and support, and its interactions with the domestic and international spheres. Within the framework of structural-functional theory, this article analyses political legitimacy in light of such celebrations and its impact on strengthening the top of the system. In doing so, it will analyze the Pahlavi’s celebration of 2500 years of monarchy in Iran and its fiftieth anniversary by relying on range of sources, including archives.
