پیش درآمدی بر آسیب شناسی تصمیم گیری در نهادهای حاکمیتی با تأکید بر دولت (مقاله علمی وزارت علوم)

چکیده
تصمیمات سیاسی، معمولا بر حیات سیاسی اجتماعی ما تأثیرات شگفتی برجای می گذارند اما نکته این است که آنها به چه میزان راستی آزمایی شده و موجه اند. پیامدهای منفی برخی از این تصمیمات، گاه چنان بوده که پژوهشگران بسیاری را به جستجو مشکل برانگیخته است. بنابراین، تلاش های صورت گرفته و آسیب های چندی نیز شناسائی شده اما مسئله این است که اغلب این پژوهش ها، بخشی از این آسیب ها را به شیوه ای انتزاعی دیده اند. نویسنده این مقاله ضمن اذعان به بهره گیری از این پیشینه غنی، مدعی است که همه این آسیب ها «نشانگانِ» چیز عمیق تر دیگری هستند. بنابراین هدف نخست، ارائه سنجه هایی برای ارزیابی این تصمیمات بوده و در مرحله بعد، شناسایی مهمترین آسیب های تصمیم گیری سیاسی دولت، در قدم سوم ارائه مصادیقی از این آسیب ها و سپس نشان دادن ارتباط آنها با مسئله «پاسخگویی» و مشخص کردن نسبت آنها با شکاف دولت و ملت و ضعف جامعه مدنی در فرجام نهایی است. روش پژوهش ما، توصیفی- تحلیلی و روش جمع آوری داده کتابخانه ای است. نمونه های آماری، بررسی فرایند چند تصمیم مهم سیاسی بوده است. یافته این مقاله این است که تصمیم گیری های سیاسی، پدیده هایی پیچیده هستند که شفافیّتو راستی آزمایی آنها ربط وثیقی به مسئله پاسخگویی و در نهایت سازوکارهای دموکراتیک دارد. روشن است که این یافته، از یک سو تکمیل کننده یافته دیگر پژوهشگران است که برخی از این آسیب ها را به شیوه منتزع و علی حده دیده اند و از سوی دیگر، با گشودن دریچه ای نظری، ایده ای را مطرح کرده که بر اساس آن، سزاست که پدید ه هایی از این دست را، از چشم اندازهای وسیع تری بنگریم.An Introduction to the Challenges of Decision-making in Governing Institutions in Iran (The State, as a Case Study)
Political decisions usually affect a large number of people but the point is to what extent these decisions are justified and verified, and to what extent, they have gone through the correct decision-making mechanisms. The negative consequences of some of these decisions have been motivating many researchers to figure out where the problem comes from. However, the problem is that most of these researchers have seen them in a suspended, abstract, and isolated way. The purpose of this article is, first of all, to provide criteria for evaluating these decisions, and in the next step, to identify the most important challenges of the government's political decision-making. In the third step, it tries to provide examples of these challenges with regard to the provided indicators, and then to show the relationship which they are related to the issue of "accountability" and their ultimate relationship with the gap between the government - the nation, and the weakness of the civil society. The research method in this article is descriptive-analytical and gathering data is based on documents, finally, statistical samples have been used to examine the process of several important political decisions. The specific finding of this article is that political decision-making is a multifaceted and complex phenomenon whose transparency, verification, and justification are closely related to the question of accountability and finally democratic mechanisms, and the existence of strong civil forces and political parties.
