آداب سفارت و آئین مذاکره در شاهنامه(مقاله علمی وزارت علوم)

دیپلماسی قدمتی به بلندای تاریخ حکومت (دولت) دارد و به این ترتیب دیپلمات همواره در کنار حکم ران بوده است. عرصه سیاست، آداب روابط سیاسی و شخصیت بازیگران سیاسی، برای بیش تر مردم حوزه ای مرموز و محاط در هاله ای اسرارآمیز است. آن چه در برداشت عمومی از این قلمرو مشترک است، وجود امتیازات اغواکننده و شخصیت غالباً زیرک، برنامه ریز، مدبّر، بی رحم و گاه عدالت پیشه سیاست مداران است. دیپلماسی فنّی تلقی می شد که از شکل گرفتن در قالب قواعد گریزان بود. آن هایی هم که دیپلمات بودند، بندرت از رموز این فن نوشتند. شاهنامه روایت حکم رانی ایرانیان از طلوع تاریخ آنان تا غروب حکومت ساسانیان است. جست وجو در شاهنامه برای استخراج آداب دیپلماسی و آئین مذاکره در دوران باستان، برخی از قواعد و ویژگی های این حوزه را بازنمایی می کند. سؤال اصلی در مقاله حاضر این است که آداب سفارت و آئین مذاکره در دوران گذشته ایران چگونه بوده است؟ در پاسخ به این پرسش، مدعای مقاله آن است که دیپلماسی به دلیل تجربی بودن، قواعد و ویژگی هایی دارد که در طول زمان یک سان مانده اند، اما تشریفات آن تغییر کرده است. روش فهم ما برای استخراج قواعد و ویژگی های دیپلمات و دیپلماسی در ایران باستان توصیف و تحلیل بوده است.
Dar al-Islam and Dar al-Kufr in Shia International Relations’ Jurisprudence

The question of the division of countries in today's international system and its adaptation to the types of assets in Shi'a International Relations jurisprudence are among the questions that are dealt with in International Relations Jurisprudence. In the present article, the authors have discussed the idea that it is possible to reconcile jurisprudence with today's international system. For this purpose, in the first step based on the library and documentary method, the required information was collected and then using content analysis method to identify the conceptual system of the Shiites in Shi'a jurisprudence. The result of the discussion suggests that the jurisprudential view of Islamic and non-Islamic lands is not only obsolete but also in the jurisprudential works of jurists of the Islamic Revolution and jurisprudents of this period, in their jurisprudential view of international relations, have adhered to the same jurisprudential divisions of the previous jurists and have attempted to present jurisprudential rulings in the field of international relations under these divisions.

Comprehensive Model for the Fight against Terrorism: A Political Sociology Approach

The increase of terrorist acts and the essential, methodological and instrumental evolution of terrorism have led to the emergence of various forms of terrorist acts that cannot be combated with conventional and existing patterns. In this study, the researcher has addressed the comprehensive model for the fight against terrorism in order to enhance the domestic knowledge of this phenomenon and to pay attention to the practical needs existed in this field. The researcher by using descriptive-analytical method aims to identify both positive and negative aspects of comprehensive model for fighting terrorism. This model is based on six strategic policies as follows:A) Policies designed and implemented for the purpose of physical confrontation, weakening and/or elimination of terrorist unit, such as information dominance, organizational empowerment and operational dominance. B) Policies designed to socialize counter-terrorism and are meant to create a powerfully integrated society which has a high degree of impenetrability and certitude in potential terrorist acts. From this perspective, the priority is given to strengthen internal consistency, to heighten public awareness, and to increase the threshold of social tolerance and insight.
