چکیده
مهم ترین بسترهای همکاری مشترک جمهوری اسلامی ایران و بلاروس که سبب گسترش مناسبات دو کشور شده است این است که هر دو کشور در حوزه سیاست خارجی، دیپلماسی فرهنگی را سرلوحه روابط خود قرار داده اند. در واقع، دیپلماسی فرهنگی در گستره روابط بین الملل، در جهت توسعه روابط و ارتباطات در بین کشورها جایگاه ویژه ای یافته و سبب همسویی میان دولت ها و ملّت ها گردیده است. دیپلماسی فرهنگی ﺑﻪ ﻋﻨﻮان ﯾﮑﯽ از اﺑﺰارﻫﺎی ﺑﻪ ﮐﺎرﮔﯿﺮی ﻗﺪرت ﻧﺮم در پشتیبانی سیاست خارجی کشورها که هنر ﺗﻘﻮﯾﺖ و ﺣﺼﻮل ﻣﻨﺎﻓﻊ ﻣﻠﯽ ﮐﺸﻮرﻫﺎ را برعهده دارد، در فراهم آوردن بستر های همکاری های مشترک، فهم و معرفی فرهنگ ها و تبادل ارزش های فرهنگی و نیز تثبیت روابط حسنه میان دولت ها تاثیر بسزایی دارد. با توجه به این واقعیت، سؤال اصلی پژوهش حاضر این است که دیپلماسی فرهنگی چگونه می تواند در ارتقای تعاملات چندوجهی میان ایران و بلاروس تاثیرگذار باشد؟ یافته های پژوهش با بهره گیری از اسناد و تجزیه و تحلیل اطلاعات به روش تبیینی و با استفاده از رهیافت نظری روابط فرهنگی بین المللی، بیانگر آن است که در صورت توانمندسازی دیپلماسی فرهنگی جمهوری اسلامی ایران و بلاروس دو کشور خواهند توانست سطوح همکاری ها را در حوزه های مختلف فرهنگی، سیاسی، اقتصادی به طور فزاینده توسعه دهند و در مجموع موجب ارتقای منافع و مصالح ملی متقابل شوند.Explaining the Cultural Diplomacy of the Islamic Republic of Iran in Relations with Belarus
The most important framework for the joint cooperation of the Islamic Republic of Iran and Belarus, which has led to the expansion of relations between the two countries, is that both countries have set diplomatic relations in the field of foreign policy in their relations. In fact, cultural diplomacy in the field of international relations has become a special place for the development of relations and communication among countries and has brought about a convergence between governments and nations. Cultural diplomacy as one of the tools for using soft power in supporting foreign policy of countries that embodies the art of strengthening and national interests of countries in providing a platform for collaborative co-operation, understanding and introducing cultures and exchanging values Cultural affairs and consolidation of good relations between governments; The cultural relations of the Iran and the Republic of Belarus, have a common ground for expanding cultural relations. therefore, the question of research is how did cultural diplomacy affect Iran's relations with Belarus? The findings of the study by collecting information in the library and documentary, and analyzing information and explanatory method indicate that cultural diplomacy will promote the level of cooperation between the two countries in different areas.
