واکاوی علت عدم موفقیت ایران در صادرات گاز (مقاله علمی وزارت علوم)

چکیده
شرایط ژئوپلیتیکی و وجود منابع عظیم گازی ایجاب می کند که ایران به بزرگترین صادر کننده گاز در جهان تبدیل شود اما این مهم تا کنون محقق نشده است. مسأله اصلی اﯾﻦ تحقیق بررسی ﭼﺮایی استفاده نکردن اﯾﺮان از موقعیت ژئوپلیتیکی و ذخایر عظیم گازی و ناکامی در بازی های منطقه ای و جهانی در عرصه صادرات گاز است.این تحقیق که به شیوه توصیفی – تحلیلی تلاش کرده است ضمن تبیین مسأله فوق به ریشه یابی موضوع بپردازد.تحقق حاضر، ابتدا ﺑﻪ ﻣﯿﺰان ذﺧﺎﯾﺮ وﺗﻮﻟﯿﺪ ﮔ ﺎز اﯾ ﺮان وﻣﻮﻗﻌﯿ ﺖ ژﺋﻮﭘﻮﻟﯿﺘﯿﮏ اﯾﺮان وراه ﻫﺎی اﻧﺘﻘﺎل ﮔﺎز اﯾﺮان ﺑﻪ ﺳﺎﯾﺮ ﻧﻘﺎط ﺟﻬﺎن ﭘﺮداﺧﺘﻪ و سپس سیاست گذاری نادرست نخبگان را عامل عدم استفاده بهینه از شرایط ژئوپلیتیکی برای کسب جایگاه مناسب در صادرات گاز دانسته است. در واقع، تصمیم گیرندگان اصلی جمهوری اسلامی ایران، بنا بر دیدگاه فضیلت گرای خود، تا اوایل دهه 1390 اعتقاد و برنامه خاصی برای صادرات گاز نداشتند تا این که تحریم های غرب علیه ایران جدی تر شد. اﯾﻦ ﻣﻘﺎﻟﻪ ﺑ ﻪ ﺟﺰﺋﯿ ﺎت وﻓﺮاورده ﻫﺎی ﮔﺎزی ﻧﭙﺮداﺧﺘﻪ و صرفاً در صدد اﺳﺖ تبیین ﮐﻨﺪ که ﭼﺮا ایران ﻧﺘﻮاﻧﺴﺘه است ﮔﺎز ﻣﺼﺮﻓﯽ و اﻧﻮاع آن را ﺑﻪ ﺧ ﺎرج از ﮐﺸﻮر ﺻﺎدر ﮐﻨد.Iran's Elite Policy on Gas Export: Consequences and Outcomes
Geopolitics situation and having plentiful gas resources can make Iran as the biggest gas exporter around the world, but it isn't achieved. Yet, this research tries to recognize the roots of the subject. Although different components can affect Iran's optimal utilizing gas resources and geopolitics situation but it looks that false decisions in gas exporting field is one of the main factors. So the main research problem was identifying Iran misusing the geopolitics facts and gas resources and its failure among regional and international gas exporting market. The research hypothesis is that incorrect elite's policy-making causes the unsuitable using geopolitics situation to gain access to Iran suitable position in gas exporting market. Findings show that there was no believe and no special plan for gas exporting among the Islamic Republic of Iran main decision makers because of their preferable vision till the last decade that the West serious comprehensive sanctions started. There is no futures study or planning for gas exporting because Iran's export incomes were based on raw oil neglecting gas exporting. The research method was descriptive - analytic and carried out using the first-hand library and internet resources.
