چکیده
با توجه به اهمیت امنیت آب و امنیت غذا و ارتباط مستقیم آن با حقوق بشر و کرامت انسانی و تاثیر تغییرات آب و هوایی بر این دو مقوله، سوال اصلی این است که آیا می توان به دلیل عدم رعایت اقدامات پیشگیرانه در تاثیر تغییرات اقلیمی بر امنیت غذایی و آب، مسئولیت بین المللی دولت خاطی را در قبال جامه بین المللی مطرح کرد ؟ به نظر می رسد دولت ها می توانند با توسل به چارچوب مفهوم مسئولیت آسیب های زیست محیطی، خواستار جبران ضرر و زیان های ناشی از تغییرات آب و هوایی من جمله حق بر غذا و آب کافی گردند. در این نوشتار، با روش توصیفی و تحلیلی پس از بررسی راهکارهایی پیش بینی شده در اسناد بین المللی برای مقابله با تغییرات اقلیمی چالش های نهاد مسئولیت بین المللی به دلیل تغییرات آب و هوایی و راهکارهای حل این چالش ها مورد بررسی قرار می گیرد.International Responsibility for Climate Change and Food and Water Security
Given the importance of water security and food security and its direct relationship with human rights and human dignity and the impact of climate change on these two issues, the main question is whether the government can be held responsible to the international community for affecting food security and water security through climate change? It seems that governments can use the concept of liability for environmental damage to seek redress for climate change, including the right to adequate food and water. In this paper, with a descriptive and analytical method, after examining the solutions envisaged in international documents to deal with climate change, the challenges of the International Liability Agency due to climate change and solutions to address these challenges are examined.
