The environment of seas has undergone geopolitical changes in recent decades, which has had a profound impact upon the nature of seapower. The aim of the current research is to expound on the new nature of seapower in the 21st century. It also takes an approach that is not limited to wartime and, given the postmodern era, encompasses peace and international rivalry, especially global trade. First, the concept of classic seapower is discussed in this paper and then using the meta-analysis method, the concept of seapower in the present century is discussed by adopting a new approach. Research findings indicate that the new nature of seapower is based on the military and non-military dimensions of seapower, the relative nature of seapower, the various roles of naval forces, the new naval threats, the diverse functions of the sea environment, the context of the international order, the strategic link between seapower and land power, air and space powers, and the humanitarian operations in the sea environment. In the early years of the 21st century, these considerations have persuaded states out of taking a purely national approach to seapower and sea policy-making, but to accept multilateral interactions and cooperation by taking a transnational approach.
Relationship between geopacifics and tourism in cultural diplomacy of Iran

Geopacifics has been considered as the objective representation of nations’ and governments’ movement toward peace. Today, countries have tried to achieve it by means of different solution such as general, economic, sport and cultural diplomacies. Among them, one of the important methods is cultural diplomacy by which every country tries to communicate with others depending on its various cultural capabilities and cultural policies. In this regard, tourism is one of the most important cultural tools for better introduction of countries’ cultural policies and expansion of geopacifics in regional and global levels. Present study addresses this topic by descriptive-analytical method and library study. The investigated point of this paper is that Iran has to properly use its cultural diplomacy to reach to a sustainable national security to provide geopacifics in the region. The geographical and geopolitical position of Iran and its various cultural and tourism attraction in addition to its rich ancient civilization are among the important topics in cultural diplomacy of Iran.

The word dialogue comes from the Greek word ‘dialogos’ and is commonly used in the meaning of conversation between two people, two groups and/or communities or organizations. Dialogue is not a debate to win or lose or to convince the other of a particular way of thinking. Dialogue is communicative conversation that involves intensely creative process with a goal to create peaceful and respectful relations among participants and in a community. When religious communities or organizations nominate a representative to participate in the intra or interfaith dialogue, they make sure that their nominees are trained in the art of dialogue. First, that he/she represents the community and second, that if he/she is not trained in the art of dialogue they understand that there may be a negative impact on the intra-faith or interfaith dialogue. For a healthy intra-faith and interfaith dialogue, the organization or community representatives must be trained in rights, responsibilities and skills of dialogue. This paper will discuss some of those rights, responsibilities and skills essential for a successful dialogue in the light of those principles and guidelines initiated in the Qur’an and Sunnah.

India is home to a remarkable variety of religions, and a major challenge that the country faces today is that of conflict between various religious communities. This has taken on menacing forms in recent decades. Incidents of violence between Hindus and Muslims, in which often agencies of the state play a central role in directing anti-Muslim violence, have now become endemic in some parts of the country. This form of communal violence, generally instigated by right-wing Hindu forces, is sought to be given religious sanction and is also projected as a crusade to save the Indian “nation”, which is described and portrayed in Hindu terms. Communal violence and anti-Muslim pogroms in various parts of the country have resulted in mounting human rights violations, particularly of marginalised communities such as the country’s Muslims, who number more than 150 million.
Deterrent Role of Sport in Military War (Case Study: Netnography of Russia-Ukraine Conflict)(مقاله علمی وزارت علوم)

The outbreak of war in Ukraine at the same time as the Beijing 2022 Winter Olympics once again called the world sports to engage in international military warfare. The aim of the present study was to investigate the role of sports deterrent in the prevention of international military wars. The present study was a qualitative-netnogeraphy method, which was conducted by studying various websites and social networks such as Instagram and official websites of BBC sport, CNN sport, ABC sport, Varzesh TV, Olympics and FIFA World Cup pages. The results indicated that sport sanctions of Russia categorized to personal (8) and organizational (21) concepts. Although Sports is a non-political phenomenon, it can play as a peace-making factor to decrease the political and military pressure on nations. Today, athletes, because of their billion audience on social media and messengers, have an irreplaceable impact on the public, including efforts to curb violence, aggression and incitement to war, including effective sports in promoting international peace.
War from the Perspective of Nietzsche and Kant

Kant believes that war should be considered a last resort with the utmost respect for human life and dignity. War should only be used when all other means of conflict resolution have been exhausted. Nietzsche considered morality as a human structure that has been used throughout history to suppress and control people, so peace is a sign of weakness and degeneration and a product of herd mentality. Real strength comes from conflict and struggle. Nietzsche considered peace as a necessary part of life, but only if it is based on power. Understanding and formulating the criticism of these two important thinkers on peace and what war is and how they interpret these concepts is the central issue of this article. Nietzsche believed that peace is not an end in itself, but a means to an end, and argued that peace is necessary for the development of higher forms of culture and civilization, but it should not be pursued at the expense of creativity and progress. On the other hand, Kant believed that countries should strive towards a more peaceful world order in which conflicts are resolved through dialogue instead of violence.
Reconstructing the Principles of Peace in the Light of Nahj al-Balagha(مقاله علمی وزارت علوم)

War and peace are key issues in international politics, drawing a variety of perspectives from scholars. It seems that in all schools of thought, peace is favored over war, and pacifism is widely accepted as a reasonable principle. Islam, being the final and complete divine religion, places particular emphasis on peace, considering it a core principle, a viewpoint that is also strongly reflected in the actions and teachings of the Imams (peace be upon them). Nahj al-Balagha, a collection of sermons, letters, and maxims attributed to Imam Ali (as), emphasizes the importance of peace. This study seeks to reconstruct the principles of pacifism through a descriptive and analytical examination of Imam Ali’s (as) discourses. The findings indicate that peace and reconciliation, which are often considered synonymous, are, in fact, distinct concepts. A close examination of Imam Ali’s (as) teachings reveals principles such as guidance, restraint, and prevention of war escalation, vigilance before and after peace agreements, delay of war to convince public to embrace peace and abandon conflict and finally, adherence to peace agreements constitute the framework of pacifism in his teachings.
