U.S foreign policy interests in the Middle East and Persian Gulf region has always had three components: economy, security and politics. It is not overstated to stress the centrality of energy resources in the economic sector as a predominant factor. In this context, securing access to energy and the flow of oil become vital for world economic prosperity. The terrorist attacks of September 11, 2001, added more impetus to the U.S security issues in the Persian Gulf. President Bush's doctrine of ""preemptive war"" and ""the global war on terror"" placed the Persian Gulf region at the heart of his post-9/11 strategic vision. The Bush administration used the terrorist attacks on New York and Washington as a great opportunity to revamp the regional security by undertaking some drastic measures. The invasion of Iraq in March 2003, the idea of regime change in Iran as well as other American Neocons' grandiose plans about the necessity to reshape the ""Greater Middle East"", made governments in the region nervous. In addition, by giving prominence to the ""security question"" over all other considerations, the US policy plunged the region deeper into uncertainty.
Washington has systematically tried, and to a large extent succeeded, to securitize the inter-state relations in the region. This approach combined with the NATO plan to further its regional partnership, made any significant rapprochement among the Persian Gulf states on the issue of security almost impossible. For these reasons, a collective regionally crafted security arrangement that includes littoral states of Iran, Iraq the countries of Persian Gulf Cooperation Council would be unattainable in a foreseeable future.

The right to peace and global security are considered as critical rights and necessities for human life, the realization of which requires support of the global society. Initially, the establishment of the United Nations made people believe that they are achieving this significant matter, and a major part of problems caused by disagreements and growing wars are being solved. Unfortunately, this has not been the case and we are still observing the increasing rate of clashes, domestic conflicts and foreign wars all around the World. Therefore, it is necessary to identify the barriers against the realization of this right and seek to address them. With little reflection, one discovers that one of the principle roots of the existing disagreements and unending wars around the World is the inefficiency of the United Nations (UN), which was established with the purpose of maintaining peace and security in the world. However, the UN suffers from significant difficulties in recognition, structure, and execution in the field of right to peace, which are mainly due to legal reasons. Therefore, this study attempts to find the existing weaknesses, including defects and shortages, of the United Nations in maintaining peace and security around the World. In addition, we will try to propose strategies to prevent the repetition of past mistakes, correct such defects, and take effective measures to improve the right to peace.
An Evaluation of Kant's Theory of Perpetual Peace in the Field of Contemporary Political Philosophy(مقاله علمی وزارت علوم)
Philosophical sketch of Immanuel Kant (1724-1804) on the primary conditions for Peace and co-existence between states is reflected in his Perpetual Peace. In Kant's view, three primary conditions of perpetual peace of a republican government in every country are based on a civil constitution, establishment of a federation of free states, and cosmopolitan right of individuals as world citizens. The foundations of republican system, i.e. freedom for all members of the society as human beings, belonging of each individual to a public code of law as subject, and equality before law as a citizen, are important in Kant's political philosophy. Two primary responsibilities for Kant's federation of free states, i.e. non-interference in the internal affairs of member states, and upholding of a unified front against extraterritorial aggression, suffer from ambiguity and inadequacy, and is therefore vulnerable. Kant's formulation of "a unified world government" is cautionary and conditional; for it can be ended to despotism and decline.
Dialectic of War and World Order(مقاله علمی وزارت علوم)
The purpose of this paper is to apply Ibn-Khaldun’s dialectic of Asabiyya to explain the nature of relationship between war and the world order in the modern era via ‘macro structural change’. It is argued here that these changes in the world order in the modern times have a dialectical relationship with war. Here, Ibn-Khaldun’s approach to historical change is applied for the explication of this relationship. Ibn-Khaldun’s well-known historiogarphic enterprise does provide us with an analytical framework of how wars have been interrelated with the distribution of power and change in that distribution. This paper attempts to show the historical significance of war for the formation and the disintegration of world order since the 16th century.
Violence, Islam and Human Rights: Islam, a religion of peace or a religion of war?(مقاله علمی وزارت علوم)

At a time of terrorist actions, the civil wars in Afghanistan and in Iraq as well as the caricatures of the Prophet and Pope XVI’s speech about violence in Islam, it is urgent for the Islamic academic community to speak about a major issue: the notions of peace and war in Islam.<br /> This paper will explore and analyze these notions, putting an emphasize on Islam as a religion of peace promoting human rights and humanitarian values; the author will of course approaches and presents the explanations as to why Islam is a religion of violence, only to dismiss these arguments. There are indeed authors presenting Islam as a religion of violence that carries deep inside the seeds of hatred, racism and many other values that are against human rights. These authors are usually Orientalists. This paper will explain who and why these theories are wrong. Then there are extremist groups presenting distorted interpretations of Islam as to justify massive killings (terrorism, WMD, suicide attacks); the author of the paper will take few examples as to explain how these movements rely on distorted and nihilist views of Islam.
The Representation of the Twenty-first Century Children in Justin Kurzel’s Macbeth 2015(مقاله علمی وزارت علوم)

Children in Justin Kurzel’s Macbeth 2015, represent many symbolic concepts, such as the dominant ideology of the Elizabethan era. This research study explains why the source text has undergone many changes regarding the representation of child characters. Kurzel has added new child characters to the original story to signify his concern for the young generation of our contemporary time. Contextualization and the socio-historical events will explain the reason behind the abundance of children in the film adaptation. Robert Stam’s model of intertextual dialogism helps to understand how Macbeth 2015 relates to real physical and psychological damage to contemporary children by war. The adaptation is in constant dialogue with the reality of violence and war in the turn of the century. Child soldiers, grieving and revengeful parents and children, and Post-Traumatic Stress Disorder are serious contemporary dilemmas. These traumatic events are a consequence of the pursuit of power by people who encourage war and violence.
Townscapes of War Capital; Prioritizing Memorable Townscapes in Khorramshahr from the Dwellers’ Point of View(مقاله علمی وزارت علوم)

Townscape is an essential element in creating collective memories (i.e., memories people collectively share as a group in a city, affecting the identity of that city, the cultural continuity, and the relationship between generations). One of the collective memories -that have happened in different countries- in the war. A war that is fought to defend the homeland and preserve the identity, culture, and honor of a country is part of the valuable memories of a society. In various western cities, including Berlin, Warsaw, and Moscow, the scenes of the collective memories of the war have been reconstructed. Still, in Iran, although fought in an imposed war, these scenes have been less regarded. The primary purpose of this study is to examine the views of Khorramshahr dwellers about the impact of war townscape on the revival of memories of that period. It seeks to find priorities in townscape criteria on war-based memories. With the descriptive-analytical method, the present study aimed to express the applicable standards of the reminiscent townscape and analyze them in Berlin, Moscow, and Warsaw(in World War II). Finally, to study the townscape impact on younger inhabitants’ war idea -who has not experienced that war, the townscapes have been prioritized using a questionnaire analysis. The results indicated that battle scars on walls and beheaded palms have the priority and the Grand Mosque as the symbol of the city function has the second. The title, Bloody City , has the third one according to the dwellers’ point of view. Finally, some solutions have been suggested to improve the townscape of Khorramshahr, emphasizing collective memories of the war.
Anthropological Study of Women's Narratives during the War with an Ethical Approach(مقاله علمی وزارت علوم)
Background: The history of the war shows the effective presence of women in different stages of the war. Experiences from the Iran-Iraq war and women's narratives from different angles of the war in the post-war years provide valuable information about the role of women in wars for future generations. Therefore, the present study was formed with the aim of studying the anthropology of women's narratives during the war and the angles of this war event were examined with an ethical approach. Method: The present study was conducted in a descriptive-analytical manner. This research was conducted by studying and analyzing the sources and articles published in connection with the war in ISC, Magiran, Civilica and ScienceDirect between 1990 and 2020. Conclusion: Research findings show that war has many negative effects on women's lives and they are one of the main victims of war. However, the presence of women in war in various forms, whether as a combat force or in the form of relief and support, strengthens the morale of soldiers and increases attention to moral components such as: promoting justice and equality, oppression and strengthening the spirit of resistance and endurance.
Historiography of Translation of Novels of Resistance Literature from English to Persian

Resistance literature deals with concepts such as subjugation and deliverance. Translation of this type of literature has played an important role in transferring such concepts to other countries. The purpose of this study is to present a quantitative-analytical study of the novels of resistance literature translated from English to Persian during the four administrations which were in power in Iran between 1978 and 2005. To this end, historiography approach proposed by Pym (2014) was applied. Primarily, the themes of the novels were classified based on Harlow (1987) and DeShazer’s (1994) model of classification of resistance literature. The themes include race discrimination, class conflict, war, colonialism, post-colonialism, and totalitarianism. Then, the translated novels of each administration were examined to see which ones covered the above themes. The results indicated that only 6% of the published translations of the period under study was allocated to resistance novels. It can be concluded that translation of resistance novels was marginalized, and Iranians were basically reading novels covering themes other than resistance literature.

The environment of seas has undergone geopolitical changes in recent decades, which has had a profound impact upon the nature of seapower. The aim of the current research is to expound on the new nature of seapower in the 21st century. It also takes an approach that is not limited to wartime and, given the postmodern era, encompasses peace and international rivalry, especially global trade. First, the concept of classic seapower is discussed in this paper and then using the meta-analysis method, the concept of seapower in the present century is discussed by adopting a new approach. Research findings indicate that the new nature of seapower is based on the military and non-military dimensions of seapower, the relative nature of seapower, the various roles of naval forces, the new naval threats, the diverse functions of the sea environment, the context of the international order, the strategic link between seapower and land power, air and space powers, and the humanitarian operations in the sea environment. In the early years of the 21st century, these considerations have persuaded states out of taking a purely national approach to seapower and sea policy-making, but to accept multilateral interactions and cooperation by taking a transnational approach.
The role of war tourism in countering the enemy's soft war Case Study of Ilam Operation Area

It can be said that war is a scene of the epic, resistance and brave men of soldiers who have always enjoyed their homeland and their ideological attitude for the next generations and for a patriotic pattern and patronage of the motherland. War tourism is a form of tourism that experts in this area have placed it as a special tourism and some adventurous. In Iran, war tourism has a lot to do with what tourism planners define, because the main battlefield of the enemies of this border after the Iraqi imposed war against Iran has entered into an aggressive range of its cultural and psychological reach, Supreme Leader is referred to as "cultural invasion" and sometimes "soft warfare". Therefore, in a practical, analytical and descriptive study, the researcher studied the role of war tourism in identifying the spirit of resistance, sacrifice and martyrdom in order to confront the soft warfare of the enemy has been addressed. In this research, the statistical population of the Ilam Visitor Survey is randomly selected individuals. The sample size was 100 according to Cochran's formula. The SWOT analysis was carried out and its strategies determined, and ultimately, with the help of the IFE and EFE matrices, it became clear that in the development of war tourism to deal with the soft war of the enemy, internal factors had weaknesses and the strengths of the external factors. Also, the strategy used in this research is an adaptive strategy that prioritizes these strategies using the QSPM method.

War from the Perspective of Nietzsche and Kant

Kant believes that war should be considered a last resort with the utmost respect for human life and dignity. War should only be used when all other means of conflict resolution have been exhausted. Nietzsche considered morality as a human structure that has been used throughout history to suppress and control people, so peace is a sign of weakness and degeneration and a product of herd mentality. Real strength comes from conflict and struggle. Nietzsche considered peace as a necessary part of life, but only if it is based on power. Understanding and formulating the criticism of these two important thinkers on peace and what war is and how they interpret these concepts is the central issue of this article. Nietzsche believed that peace is not an end in itself, but a means to an end, and argued that peace is necessary for the development of higher forms of culture and civilization, but it should not be pursued at the expense of creativity and progress. On the other hand, Kant believed that countries should strive towards a more peaceful world order in which conflicts are resolved through dialogue instead of violence.
Reconstructing the Principles of Peace in the Light of Nahj al-Balagha(مقاله علمی وزارت علوم)

War and peace are key issues in international politics, drawing a variety of perspectives from scholars. It seems that in all schools of thought, peace is favored over war, and pacifism is widely accepted as a reasonable principle. Islam, being the final and complete divine religion, places particular emphasis on peace, considering it a core principle, a viewpoint that is also strongly reflected in the actions and teachings of the Imams (peace be upon them). Nahj al-Balagha, a collection of sermons, letters, and maxims attributed to Imam Ali (as), emphasizes the importance of peace. This study seeks to reconstruct the principles of pacifism through a descriptive and analytical examination of Imam Ali’s (as) discourses. The findings indicate that peace and reconciliation, which are often considered synonymous, are, in fact, distinct concepts. A close examination of Imam Ali’s (as) teachings reveals principles such as guidance, restraint, and prevention of war escalation, vigilance before and after peace agreements, delay of war to convince public to embrace peace and abandon conflict and finally, adherence to peace agreements constitute the framework of pacifism in his teachings.
