INTRODUCTION: The increase in the number of natural disasters has made different societies constantly discover and invent solutions to control the adverse effects of disasters with more emphasis on prevention or minimize them by improving the quality of the rescue process (in the response phase). In the last few decades, the need for social participation in order to manage risks has been developing in the form of community-based activities. This study was conducted to present a community-based crisis management model focusing on the process of relief and rescue in natural disasters in Iran, 2020. METHODS: This qualitative study was performed based on the grounded theory method defined by Strauss and Corbin. The statistical population of the study included all crisis management and non-governmental organizations experts in universities, the Crisis Management Organization, general managers of provincial crisis management, and senior managers of the Red Crescent Society. The samples were selected using the purposive and theoretical method of snowball sampling while taking into account the geographical, climatic, cultural, social, and religious diversity of different regions of the country. As a result, the sample size was obtained at 22 people. The required data were collected through a semi-structured interview. In the analysis of qualitative information, open coding, axial coding, and selective coding were used manually). FINDINGS: The results of the study showed that the causal conditions of community-based crisis management included "legal obligation", "strategic planning", "attracting public participation", "forming and developing expert teams", and "acting (prevention, preparedness, needs analysis, planning, and response)"; and contextual conditions consisted of "geographical conditions", "social capacity building", and "creating cohesion and empathy". Moreover, intervening conditions involved "general sensitization", "preparation", and "logistics and equipment"; strategies included "risk management", "human resource management", "training (general and professional)" and "barrier removal"; and the consequences of community-based crisis management consisted of "increasing public awareness in the face of emergencies", "reducing the risk of areas "increasing community resilience", "improving the quality of post-disaster assessment", "accelerating the response process", "determining priorities appropriately", "saving the golden time of rescue", "increasing the number of survivors", "accelerating relief operations" "distributing relief items fairly", "improving the quality of rescue operations", "decreasing the amount of damage", "managing resources and facilities properly", "reducing response costs", "decreasing the adverse psychological effects of the disaster", "organized presence of grassroots groups", "eliminating the shortcomings and completing the performance of the responsible agencies", and "increasing the level of public satisfaction". CONCLUSION: Community-based crisis management is a new and effective approach that its implementation has a positive impact on increasing resilience and thus reducing the vulnerability of communities. The proper and successful implementation of the community-based approach requires structural changes, amendment of laws, and development of relevant bylaws. It also needs measures that should be implemented at the national level, in the country's crisis management system, and at the local level.

The balance of geopolitical power of the United States during the last decades was changed. Biden tries to examine US security policy in the third decade of the 21st century by providing a “geopolitical balancing”. The geopolitical balance of the main axis of strategic policy-making should be in the regional security approaches. The main axes of the geopolitical balance of strategic policy- making in regional environments should be the power limitation, containment and balancing the power of the China, Russia, and Iran. Understanding the US security policy in the geopolitical field has generally been accompanied by the signs of change. Barack Obama took advantage of the geopolitical balance of power. Donald Trump policy making was based on the regional and international hegemony. The strategic hegemonic policy system has put regional hegemony on the agenda and need to be addressed in order to make US policy strategic and enforce it. Each US president has adopted a specific form of security policy making in the regional environment. The main question of the article is “Should a strategic policy making of Joe Biden be in a regional environment?” The hypothesis of the article is based on the view that “Biden uses strategic policy making threat of balancing to counter the various rival actors as so China, Russia and Iran.” Threat balancing theory has been used in compiling the article. Threat balancing theory was a special form of US strategic behavior of the power equation to limit and containing the rise of others as so emerging actors. Analyzing Dimensions, Consequences, and Inequalities of Organizational Citizenship Behaviour in Non-governmental Organizations of Crisis Management (Experimental Evidence: Red Crescent Society of the Islamic Republic of Iran)(مقاله پژوهشی وزارت بهداشت)
INTRODUCTION: This research aimed to provide a dynamic model of organizational citizenship behavior (OCB) in crisis management non-governmental organizations with a social approach (experimental evidence: Red Crescent Society of the Islamic Republic of Iran). METHODS: This applied research was conducted using a mixed (quantitative-qualitative) method to analyze the data. The statistical population consisted of university professors as well as the managers and experts of the Iranian Red Crescent Society, who were selected by the snowball sampling method. The total number of experts in the Iranian Red Crescent Society and in the academic community accounted for 10 individuals (n=5 each), and the sampling continued until reaching theoretical saturation. The required information was collected through observation, in-depth and semi-in-depth interviews, review of documents, and experts' opinions; finally, by using the exploratory factor analytical statistical method, appropriate measurement tools were prepared. In this research, the Delphi technique and the Decision-Making Trial and Evaluation Laboratory-based Analytic Network Process were employed to determine and prioritize criteria and sub-criteria. For this purpose, the pairwise comparison matrix was used to determine the weight of the criteria. FINDINGS: In this study, helping behaviors, individual initiatives, organizational obedience, organizational loyalty, chivalry, civic virtue, and personal development were among the dimensions of OCB in descending order. CONCLUSION: The results of this research showed that the consequences of OCB included an increase in performance productivity and effectiveness, the promotion of positive relations between employees, more efficiency in allocating resources, reduction in maintenance costs, the provision of necessary flexibility for innovation, improvement of customer service, and effective use of scarce resources.
Proposing an Evacuation Exit Plan for Pilgrims during Accidents from the Shrine of Imam Reza(مقاله پژوهشی وزارت بهداشت)
INTRODUCTION: Behavioural patterns of the people can affect the emergency evacuation procedure. The most important issue of crisis management is to evacuate the people from the accident site in the shortest time and with the maximum speed. Pilgrimage destinations attract many pilgrims on religious occasions, and this has highlighted the importance of addressing this issue in these centers. This study aimed to explain and propose an evacuation exit plan for pilgrims during accidents in the most important and prominent religious center of Iran (Shrine of Imam Reza). METHODS: This descriptive-analytical study was performed using an applied research method. The document-library and field methods were used to collect data. The statistical population includes the managers of the Shrine complex, experts of the crisis management headquarters, consulting engineers in architecture and urban planning, as well as managers and experts in Mashhad Municipality. The sample size was estimated to be 384 cases based on Cochran's formula. The collected data via questionnaires were analyzed by SPSS and Smart PLS software using structural equation modelling. FINDINGS: According to the results, the presented model includes seven variables (group movement, individual movement, incident management technology tools, perception of the physical environment, physical movement, modelling, and behavioral culture) affecting the pilgrims leaving the incident site in the Shrine of Imam Reza. CONCLUSION: The results of this study indicated that the presented model with 7 variables and 21 parameters can be used as a suitable model in other places.
Evaluation of crisis management based on the seven principles of resilience engineering in selected hospitals affiliated to Yazd University of Medical Sciences in 2021(مقاله پژوهشی وزارت بهداشت)
Introduction: The use of resilience engineering principles is a commonly used method for the assessment of crisis management in hospitals as a part of the health system. The present study aimed to evaluate crisis management based on the seven principles of resilience engineering in selected hospitals affiliated to Yazd University of Medical Sciences in 2021. Methods: In this study, a crisis management evaluation questionnaire based on the seven principles of resilience engineering in hospitals was used. The reliability and validity of this questionnaire were confirmed by Azadian et al. in a previous study. The required data were collected from administrative and clinical managers and nurses. The mean score of the seven principles was obtained, making it possible to compare crisis management in all three selected hospitals (Shahid Sadoughi, Afshar, and Shahid Rahnamoun) in Yazd. Findings: The mean score of resilience engineering principles was determined, and the overall crisis management score of each hospital was determined. The mean scores of crisis management were calculated at 136.53, 135.23, and 132.07 out of a total score of 220 in Shahid Sadoughi, Shahid Rahnamoun, and Afshar hospitals. Nonetheless, the mean score in flexibility and preparedness components in some hospitals was below 0.6 of the total score. Conclusion: The situation of crisis management in all three hospitals was evaluated to be at a good level. However, some corrective measures were required to be implemented in some components to improve crisis management in all three hospitals. It is necessary to take appropriate measures to enhance the preparedness of the three hospitals in different aspects of crisis management, especially flexibility, to arrive at a more favorable level
Spatial Analysis of Floods in Mazandaran Province and Strategies to Increase Resilience Using the Crisis Management Approach(مقاله پژوهشی وزارت بهداشت)

Introduction: According to the flood records in Mazandaran province, this region is regarded as one of the flood-prone regions of the country, and due to the floods, it has suffered many casualties and financial losses. Therefore, this study aimed to investigate the settlements at risk of flooding as one of the main goals of this research. Methods: This descriptive-analytical study was conducted based on extensive and exploratory research approaches. The required data were collected from monthly discharge and the maximum instantaneous discharge in the stations of Mazandaran province along with the population statistics of the provincial cities, as well as the statistics of the Natural Resources and Watershed Management Organization concerning the floods. Accordingly, the statistics of hydrometric stations from 1971 to 2021 of Iran's water resources management main company, the population statistics of the province based on the census of 2015, and the statistics of floods that occurred from the beginning to 2021 have been used in this study. Flood return periods were obtained in the study stations in different statistical distributions using Hyfa software. Finally, Arc GIS software (version 10.3) was used to zone floods in Mazandaran province. Findings: Based on the results, about 1013 square kilometers of the province's surface accounting for 4.25% of its total area is located in the boundaries of large floods that have a return period of 50 to 100 years. Moreover, due to the high altitude, rainy-snowy events, and the significant amount of precipitation in Sarab (Dali Chai and Lar basins) and Payab, Haraz basin has a significant runoff rate discharge so that about 500 to 600 liters of water flow from this basin annually per square meter. Conclusion: According to the obtained results, strategies have been proposed to increase resilience against flood risk using different methods.
Designing a Qualitative Model for Critical Conditions of Covid-19 in Helal Houses in the Red Crescent Society(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: Lack of a comprehensive classification of crisis and emergency management in Helal houses has caused many losses in the Red Crescent Society of Iran. Therefore, the root of these problems can be identified and investigated with a thorough investigation. METHODS: This applied research was conducted using a hybrid design. In this research, field and library methods were used. The data were collected by using questionnaire and conducting in-depth interviews with managers, specialists, and experts of the country's crisis management organization and professionals until theoretical saturation. In the first stage, 24 interviews were conducted and we reached theoretical saturation in the 20th interview. In the second stage, relying on inferential statistics methods, 422 questionnaires were distributed. The statistical population of the research is the Red Crescent Society of Iran and its time domain is the second half of 2022. FINDINGS: After performing the three stages of open, central, and selective coding, the final research model was obtained in which, 6 general categories, 15 subcategories, and 49 main concepts are mentioned. CONCLUSION: The results demonstrated that the categories of human resources, organizational communication, and government policies are among the effective factors on crisis management in Helal houses in the Iranian Red Crescent Society in the critical condition of Covid-19 and the consequences of these categories have a significant impact. There are other problems and crises in the formation.
Presenting a Framework for Provincial Crisis Response Programs in Hamadan Province(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: After the approval of the country's crisis management law, the upstream documents related to this law, including the preparedness and response programs at the national and provincial levels, are among the tasks assigned to increase the efficiency of the crisis management processes. METHODS: This study presents a general framework for developing a provincial crisis response program. The proposed process has been used to develop the crisis response program of Hamadan province. In the phase of understanding the current situation, questionnaires and in-depth interviews were used to collect field data and determine the challenges presented to crisis management in Hamadan province. Moreover, a method for allocating the specialized functions of the response phase to the provincial organizations has been presented using the national crisis documents. FINDINGS: In general, the findings of this research can be assigned to three groups. The first group pertained to the project method, including the stages of understanding the current situation and developing the response program of the provinces. The second group of findings was the summary of the analysis of field data collected regarding the state of preparedness and response in Hamadan province. The third group encompassed determining and allocating specialized crisis response functions in Hamadan province. The functions of the provinces (n=32) and after their compliance with the national functions, the crisis management law, and the capabilities of the existing organization in the province, 56 specialized sub-functions were identified in the provinces, and the responsible, collaborating, and supporting institutions were determined. CONCLUSION: As evidenced by the obtained results, in the process of function allocation, some problems have been identified due to the shortage of information in the upstream documents, which are suggested to the crisis management organization for better planning.

One of the issues that mos t cities across the world are faced with is natural disas ters. Natural hazards and their devas tating effects remain on the ground, especially in recent years, the countries have been about to reduce the damage caused to it to plan and manage their events. Adminis trative units could have an important role as one of the elements before, during, and after the crisis. In this s tudy, connective s tatus and building accessibility in the offices of region 5 in Isfahan were s tudied, including Telecommunication Organizations, Fire S tations, Electricity Companies, municipalities, Education Minis try, and Gas Companies. Heretofore, there was no study of the connective s tatus and accessibility of the office buildings in Esfahan. This research is a descriptive and analytical survey. The required information was evaluated and weighed by six indices, including the questionnaire, field collecting method, and A.H.P. measures. The results indicated that among administrative centers in terms of the degree of connectivity and accessibility, adminis trative codes 6 and 17, with weights of 0.03% and 0.031% were the mos t accessible, and adminis trative codes 14, 8, 9, 10, and 11 with weights of 0.07%, 0.067% were the mos t inaccessible.
Investigating the Use of IRI Navy Logistics Capacities in Case of Encountering a Crisis Institutions(مقاله علمی وزارت علوم)

Throughout history, Iran has always been exposed to many natural and unnatural crises due to its geographical, economic, cultural, natural, and political characteristics, and especially its location in the strategic region of the Middle East. This study aims to investigate the position and role of the logistics capacities of the Islamic Republic of Iran Navy (IRI Navy henceforth) in encountering the natural disaster crisis. The entire participants included 120 senior officers of the Deputy of Readiness and Support, the heads of readiness and support of the affiliated regions and bases, and the middle managers of the headquarters and ranks of the Readiness and Support Command of Najaf among whom 92 were selected randomly based on Krejcie and Morgan’s (19700 table. Data were collected quantitatively using researcher-made disaster management questionnaires and IRI Navy preparedness capacities. Then, the validity of the questionnaire was assessed through confirmatory factor analysis and its reliability was assessed by Cronbach’s alpha. To test the hypotheses and the accuracy of the conceptual model of the research, the structural equation modeling method using the partial least squares (PLS) method was used. Findings indicated the significance of the IRI Navy's preparedness hypotheses on managing and reducing the damage caused by the natural disaster crisis. The results showed that the component of responsibility had the highest rank and importance and the components of timeliness, information, and technology, coordination, mobile systems, efficiency, and preparedness were among the next priorities of logistics capacity in case of encountering a natural disaster crisis, respectively.

Uncertainty and critical conditions have become one of the most important challenges in the world today. In order to achieve superiority in economic competition, the supply chain must be designed in such a way that it has the necessary resilience in critical situations. One of the things that can be considered in this regard is the role of social media in the resilience of the supply chain. Considering the impact that social media has on business processes and considering the rapid and significant advances in information and communication technology, the use of social media in risk situations can be very effective. This research examines the role of social media in the resilience of the digital supply chain with a hybrid approach. The results of this research include 118 open codes, 43 core codes, and 13 main categories. The 13 selected codes of this research are placed in the form of five general categories of causal conditions, contextual conditions, intervening conditions, strategies, and consequences. Causal conditions include 2 selective codes, 8 concepts, and 21 open codes. The contextual conditions include 3 selected codes, 10 concepts, and 25 open codes. Intervening conditions include 2 optional codes, 7 concepts, and 21 open codes. The strategies include 2 selected codes, 7 concepts, and 19 open codes. The results include 4 selected codes, 11 concepts, and 32 open codes.
Designing a systemic model for promoting social capital in influential government organizations with emphasis on the Corona crisis

In this article, the authors try to design a social capital promotion model for the branches of the Social Security Organization of Mazandaran Province during the corona outbreak. The research method is exploratory (qualitative-quantitative). The statistical population in the qualitative section was 30 university professors and executive elites in the field of management and in the quantitative section was 150 elites in the field of social security. In the qualitative part, using the snowball method of dreading theoretical saturation with 16 experts, in-depth interviews were conducted and in the quantitative part, to evaluate the model, a researcher-made questionnaire was distributed among 90 samples by relative cluster sampling method. The validity of the questionnaire was confirmed by form-content method and its reliability was confirmed by Cronbach's alpha method. Data were analyzed by exploratory and confirmatory factor analysis using SPSS and AMOS software. The corona outbreak period has 18 dimensions as follows: causal variables (organizational transparency, competence, support and social cohesion), contextual variables (innovative designs, development and customer relationship management, organizational skills and management), intervention variables (Setting and maintaining policies to overcome constraints, optimal crisis management, efficient manpower and service delivery development), strategic variables (recognizing threats and challenges, innovative strategies, recognizing and financing), and outcome (increasing investment, Intensification of social interaction, deepening social satisfaction, comprehensive development of the organization). Investigation of Components of Crisis Management Strategy Implementation Model in Bahabad County, Iran(مقاله پژوهشی وزارت بهداشت)
INTRODUCTION: Crisis is one of the issues of human societies; the management of each of its stages requires a crisis management strategy; therefore, the purpose of the present research is to explain a model for the implementation of earthquake crisis management strategy in Bahabad County, Iran.
METHODS: In this study qualitative- quantitative research, Grounded Theory method was used in qualitative part. The statistical population in the qualitative phase included 12 specialists and experts who were familiar with crisis management. In the quantitative phase, a total of 53 ones were studied by using a researcher-made questionnaire who were responsible in the institutions subject to Articles 2 and 10 of the crisis management law of the country approved by the Islamic Consultative Assembly of Iran. About 47 ones were selected based on Morgan's table. The inferential statistics such correlation coefficient, regression coefficient, and multivariate variance analysis was used to find the relationship between the variables.
FINDINGS: In the qualitative part, 21 categories were separated after the theoretical saturation resulting from interviews with specialists and experts and then in the quantitative phase, these categories were divided into questions. The analysis of the neural network indicated that the significance of the components of strategy implementation in predicting the mentioned model in Bahabad County, Iran, so that "leadership" had the most impact and "data production, update, and processing" had the least effect on the model prediction.
CONCLUSION: Based on the presented model, the strategy implementation components are operationalized in each of the pre-crisis, during-crisis and post-crisis stages correspondingly through the three processes, including "tool-making", "flow-making," and "institution-making." According to the results, by upgrading these processes, the feasibility of the proposed model will increase as well.
Ethical Dimensions of Community-Based Crisis Management(مقاله پژوهشی وزارت بهداشت)
INTRODUCTION: Ethical principles and objectives are the standard of professional behavior in all circumstances and are of greater importance and sensitivity in incidents and disasters. The aim of the present study was to investigate the ethical dimensions of community-based crisis management.
METHODS: In this qualitative-descriptive research, all aid workers of Red Crescent Society (RCS) in Fars province were studied in 2023 and a total of 32 ones was selected through random sampling and participated in a semi-structured interview. After analyzing and coding, the obtained data were checked using Maxqda-2020 in qualitative phase and a researcher-made questionnaire was designed based on the indicators. Then, in the inferential part, the obtained data were analyzed using Lisrel-8.8 software.
FINDINGS: According to the results, achieving the dimensions of human ethics in relief work including chastity and integrity, sacrifice and selflessness, confidentiality, trustworthiness, patience and forbearance, benevolence, preservation of human dignity, non-negligence, sense of responsibility, and cooperation with a significant coefficient of 0.000.
CONCLUSION: According to the results ethical principles are a prerequisite for the performance of aid workers in all crisis situations.
Designing a Crisis Management Model for Administrators of Farhangian University of Iran(مقاله پژوهشی وزارت بهداشت)
INTRODUCTION: The present study was conducted with the aim of designing a crisis management model for administrators of Farhangian University of Iran.
METHODS: This mixed research was conducted in two phases, qualitative (phenomenology) and quantitative (cross-sectional survey). In the first phase, 16 administrators and academic staff members of universities with experience in crisis management were selected and interviewed. Then, data coding, components and quality requirements of crisis management were obtained through theme analysis. In the quantitative phase, a researcher-made questionnaire was designed based on the obtained indicators and using stratified random sampling method, 265 faculty members were studied and analyzed through Structural Equation Modeling (SEM) method and PLS3 software.
FINDINGS: According to the findings, the components of crisis management in Farhangian University include level of preparedness to deal with the crisis; preparing a risk management plan; organizational structure; participation of organizations; organization communications; continuous monitoring; leadership of the organization; organizational agility; and university infrastructure. Also, crisis management requirements include quality of trainers, educational facilities, performing relief maneuvers, physical equipment and financial resources.
CONCLUSION: The results showed that students, professors and administrators should receive the necessary training on crisis management in universities in order to prevent possible damages when facing a crisis.
