چکیده
اتحادیه اروپا به عنوان اتحادیه ای بزرگ و تأثیرگذار تنها سازمان بین الدولی در سطح جهان است که رابطه با آن به اندازه رابطه با دولت های عضو آن سازمان دارای اهمیت است این اتحادیه یکی از بازیگران نوخاسته درعرصه بین الملل است که پس از پایان جنگ سرد مجال بیشتری برای تقویت خویش در عرصه روابط بین الملل پیداکرده است از همان آغاز بروز بحران هسته ای، اتحادیه اروپا خود را یکی از طرف های اصلی حل وفصل مسئله هسته ای ایران معرفی نموده است و این موضوع از سوی ایران نیزموردپذیرش قرارگرفته است؛اما تاکنون روابط دو طرف درطول بیش از سه دهه نه تنها نهادینه نشده؛بلکه با فراز و نشیب همراه بوده و دردوره هایی به سردی گراییده است این مقاله، با استفاده ا روش توصیفی تحلیلی به دنبال بررسی روابط ایران و اتحادیه اروپا قبل ازشکل گیری برجام و پس ازآن است.سؤال قابل طرح د این مقاله آنست که رویکرد اتحادیه اروپا وسه کشور مطرح انگلستان، فرانسه و آلمان درتوسعه روابط با ایران از شکل گیری برجام تاکنون چه بوده است؟ درپاسخ می توان این فرضیه را مطرح نمود که درزمان انعقاد برجام، اتحادیه اروپا و سه کشور مطرح انگلستان، فرانسه، آلمان به همراهی آمریکا یک رویکرد مشترک داشتند؛اما باروی کار آمدن ترامپ و خروج از برجام، اتحادیه اروپاسعی کردسایرطرفین راملزم به رعایت بندهای ذکرشده در برجام کند اما با بازگشت تحریم های اولیه و ثانویه ازسوی آمریکا، اتحادیه اروپا را ناچار به اتخاذرویکردی منفعلانه و همسو با ایالات متحده کرد. یافته های تحقیق حاکی از آن است که سه کشور اروپایی مذکور در همراهی باآمریکا قصددارند اقدامات مربوط به اشاعه هسته ای،تحریم تسلیحاتی وموشکی علیه ایران راحفظ کنند.Anatomy of the JCPOA in the EU-Iran Relations with an Emphasis on the Role of the European Troika
As a large and influential union, the European Union is the only international organisation in the world whose relationship with it is as important as the relationshipwith the member statesof thisorganisation.International relations have shown that since the beginning of the nuclear crisis, the European Unionhaspresented itself as one of themain parties to the solution of the Iranian nuclear issue, and this issue has beenaccepted by Iran. Rather,ithasbeen accompanied by ups and downs, and in some periods it has turned cold.This article tries toexamine the relations between Iran and the European Union before and after the JCPOA using the descriptive and analytical method.The question that can be asked in this article is that the approach of the European Union and the three countries What has happened to England, France andGermany inthe development of relations withIran since the formation of the JCPOA? In response, we can hypothesise thatat the time of the formation of the JCPOA, the European Union and the three prominent countries of England,FranceandGermany along with the United States had a common approach; however,after Trump came to power and withdrew from the JCPOA, the European Union tried toforce the other parties tocomply with the clauses mentioned inthe JCPOA.However,with the return of primary and secondary sanctionsfromthe United States, the European Union was forced to adopt a passive andaligned approach with the UnitedStatesThe results of the research indicate that the three European countries,together with the United States,intendto maintain the measures related to nuclear proliferation and the arms and missile embargo against Iran.
