چکیده
حکمروائی خوب درصدد است تا در شرایط جدید و متفاوت زندگی معاصر، با بیان شاخص ها و مؤلفه هایی درباره کیفیت و نقش دولت دیدگاه های تازه ای را مطرح کند. البته هنوز اجماع و وحدت نظر مشخصی درخصوص محتوا و مؤلفه های حکم راوائی خوب شکل نگرفته است. در این تحقیق[e1] در ابتدا معنی و مفهوم حکم روائی خوب در اسناد سازمان های بین المللی بررسی شده و سپس ضمن برشمردن مولفه های اصلی آن یعنی حاکمیت قانون، مشارکت و شفافیت، به تحلیل و نقش آن در تقویت مردم سالاری و حقوق بشر پرداخته شده است. پژوهش پیش رو به این نتیجه دست یافته است که با تقویت و ارتقای شاخص های حکم روائی خوب می توان به تقویت مردم سالاری و حقوق بشر کمک کرد. روش تحقیق به صورت روش تحلیل محتوا بوده و داده ها و اطلاعات نیز از طریق مطالعات کتابخانه ای و اسنادی گردآوری شده است.Good governance in international documents and its effects on democracy and human rights
Good governance seeks to present a new and different way for governing states in contemporary political and legal life. This expression show us new perspectives about the quality and role of government in managing the state beside private sector and social society. In this study, we will explain the meaning of Good Governance according to international documents and will analyze its role in strengthening democracy and human rights. According to Good Governance theory, in modern political systems, democracy and human rights will support economic development and most of International Economic Organizations evaluate their members according to Good Governance indicators in order to improve their development programs and help them to respect democracy and protect human rights. The main characteristics of Good Governance policies are, Rule of the law, Transparency, Accountability, Participation. So this article is an attempt to explain the theory of Good Governance and its legal and political effects and prove that it will lead to real democracy and economic development.
