چکیده
تروریسم پدیده ی جدیدی نیست، بلکه از جمله پدیده هایی است که همزاد با بشر بوده و با به کارگیری خشونت علیه اشخاص، دولت ها و گروه ها برای پیشبرد زورمدارانه اهداف سیاسی یا عمومی به یکی از تهدیدات مهم بین المللی تبدیل شده است. در جهان معاصر، این پدیده به سبب پیوند با فناورى هاى نوین اطلاعاتى و ارتباطاتى، به یک گرفتارى راهبردى تبدیل شده و توانسته است گروه های کوچک، اما با ساختارهاى پیچیده را به بازیگران برجسته در پهنه بین المللى تبدیل نماید. سایبر تروریسم با هدف از کار انداختن عملیات زیرساخت های بحرانی یک کشور انجام می شوند که با توجه به رشد روز افزون تکنولوژی و ویژگی های منحصر بفرد فضای سایبر، تمامی دولت ها را با چالش های جدیدی روبروکرده است. سؤال اصلی نوشتار این است که با توجه به در دسترس و منحصر بفرد بودن فضای سایبر، چگونه می توان بر تهدیدات سایبر تروریسم علیه منافع دولت ها فائق آمد؟ فرضیه نوشتار در پاسخ به سؤال اصلی این است که در عصر جدید با پیشرفت تکنولوژی و فناوری با تهدیدات جدیدی روبرو شده ایم که دیگر نمی توان مانند گذشته امنیت ملی را تنها در محدوده مرزهای داخلی یک کشور نگاه کرد. امروزه مهاجمان تنها با در دست داشتن یک دستگاه رایانه، تهدیدی برای منافع یک کشور محسوب می شوند. چنین خطر نافذی، تمامی برداشت های رایج و سنتی از مفهوم امنیت ملی را زیر سوال برده است. مقاله به روش توصیفی- تحلیلی و با ابزار کتابخانه به رشته تحریر در آمده است.Cyber Terrorism: A New Form of Terror against the National Interests
Terrorism is not a new phenomenon, it is rather one such phenomenon that has accompanied human kinds and by applying violence against individuals, states and groups through forceful achievement of the political or public goals, has become one of the most serious international threats. This phenomenon due to the close access of new technological information and communication has become one of the strategic troubles which is able to transform the small groups with complicated structures into significant players in the international arena at the present. Considering the growing advancement of technology and unique features of cyber space, cyber terrorism aims at destroying the critical infrastructures of a country, which has brought bout serious challenges to the states. The basic question of this research work is that, with regard to easy access and unique nature of the cyber space, how can we overcome the threats of cyber terrorism against the states’ interests? The hypothesis of this article is based on the fact that with the advancement of technology we are facing new threats that we can never take the national security confined to the national borders of a country as it used to be in the past. Nowadays, the invaders just with a set of computer (pc, laptop, etc.) pose a threat to a state. Such a prominent threat has put all the conventional and prevalent perceptions of the concept of national security under question.
