چکیده
این مقاله در پی یافتن پاسخی به این پرسش است که آیا اساساً خیزش نظامی چین برای ایالات متحده یک تهدید امنیتی محسوب می شود و اگر چنین است، امریکا چگونه به این مسئله غامض امنیتی واکنش نشان خواهد داد. فرضیه ای که در این مقاله به دنبال ارزیابی آن هستیم این است که از آنجا که افزایش قدرت هر کشور، تقاضای آن کشور برای ایفای نقش بیشتر در صحنه بین المللی را به همراه دارد، بنابراین نوسازی و توسعه توانمندی های نظامی چین، در نهایت تقاضای این کشور برای ایفای نقش بیشتر در معادلات جهانی خصوصاً در شرق آسیا را به دنبال خواهد داشت و این مسئله برای ایالات متحده که خود را تنها هژمون نظام بین المللی می داند و دارای منافع امنیتی فراوانی در این منطقه است، تهدیدی امنیتی محسوب می شود؛ از این رو، این مسئله امریکا را بر آن داشته تا با پیگیری دو استراتژی مهار و مشارکت، درصدد پاسخگویی و ایجاد موازنه در برابر چین برآید.China’s Military Rise: The United States and Asian Balance
This article attempts to answer the question of whether the Chinese military rise pose a serious security threat to the United States, and if so, how will the United States react to the security dilemma? The main assumption of this article is based on the principle that a country’s power enhancement and growth lead to demand for greater roles on the international scene. Therefore, China’s military modernization and development would lead the country demand for a greater role in the global equations, especially in East Asia. This development is perceived as a security threat for the United States, which considers itself as the sole hegemonic power with a lot of security interests in the region. Thus, the new development has made US to seek two strategies of containment and partnership in order to respond China and creating a balance of power against the Chinese influence in the region.
