تحلیل اثرات مدیریت جهادی بر مؤلفه های امنیت ملی پایدار جمهوری اسلامی ایران در سند چشم انداز بیست ساله (مقاله علمی وزارت علوم)

چکیده
زمینه و هدف: اداره بهینه و کارآمد جامعه نیاز به مدیریتی سازمان یافته دارد که بتواند به شکلی قانونمند، امور مختلف را در فضای جغرافیایی به گونه ای اداره کند که علاوه بر مشروعیت بخشی، امنیت، رضایت مندی و مشارکت همه جانبه شهروندان را به دنبال داشته باشد. یکی از این الگوهای کارآمد مدیریتی که رهبر انقلاب در تنظیم سند چشم انداز بر آن تأکید داشته اند، مدیریت جهادی است؛ بنابراین در این مطالعه تلاش شده است که ضمن شناسایی مؤلفه های امنیت ملی پایدار در سند چشم انداز، به تحلیل اثرات مدیریت جهادی بر آن پرداخته شود. روش: پژوهش حاضر ازنظر هدف کاربردی و ازنظر ماهیت در گروه تحقیقات آمیخته (کیفی- کمی) است. ابتدا، مهم ترین شاخص های مدیریت جهادی مبتنی بر تحقیق بیدخوری (1386) استخراج شد و به منظور شناسایی و استخراج شاخص های مرتبط با امنیت ملی، سند چشم انداز در اختیار بیست نفر از مدیران و نخبگان قرار گرفت سپس نتایج توسط پنج نفر از صاحب نظران اعتبار یابی و مورد تأیید قرار گرفت در پایان پرسش نامه محقق ساخته که پایایی گویه های آن (764/0)، بود، در اختیار 50 نفر از مدیران و کارشناسان به شکل هدفمند، قرار گرفت و یافته های حاصل با استفاده از آزمون آماری رگرسیون خطی و چندگانه تحلیل شد. یافته ها: یافته ها حاکی از آن است که مؤلفه های امنیت ملی در سند چشم انداز در بُعد داخلی شامل سیزده مؤلفه و در بُعد خارجی شامل یازده مؤلفه است. شاخص های فردی مدیریت جهادی در شش مورد و شاخص های مدیریتی نیز در پنج مورد شناسایی و مورد تحلیل قرار گرفت. همچنین ضریب استانداردشده بتا نشان می دهد، شاخص ایثار با ضریب 080/1 بیشترین تأثیرگذاری را بر مؤلفه های امنیت ملی در بُعد داخلی و شاخص وحدت در گفتار و رفتار با ضریب 050/1 تأثیرگذاری بیشتری بر عملکرد مؤلفه های بُعد خارجی امنیت ملی دارند. نتیجه گیری: با توجه به یافته های به دست آمده می توان چنین استدلال کرد که مدیریت جهادی گزینه مناسبی برای نیل به آرمان های مندرج در سند چشم انداز و تأمین امنیت ملی پایدار محسوب می شود.Analysis of the Effects of Jihadi Management on the Components of Sustainable National Security of the Islamic Republic of Iran within the 20-year vision document
Background and Aim: Optimal and efficient management of society needs an organized management that can legally manage various affairs in the geographical space in a way that in addition to legitimacy, security, satisfaction and comprehensive participation of citizens. One of these efficient management models that the leader of the revolution has emphasized in preparing the vision document is jihadi management; Therefore, in this study, an attempt has been made to identify the components of sustainable national security in the vision document and to analyze the effects of jihadi management on it. Method: The present research is applied in terms of purpose which has utilized a mixed method research (qualitative-quantitative). First, the most important indicators of jihadi management based on malnutrition research (2007) were extracted and in order to identify and extract indicators related to national security, the vision document was provided to twenty managers and elites, then the results were validated and approved by five experts. At the end of the researcher-made questionnaire, the reliability of which was 0.764, it was given to 50 managers and experts in a targeted manner, and the results were analyzed using linear and multiple regression statistical tests. Results: The findings indicate that the components of national security in the vision document include thirteen components in the internal dimension and eleven components in the external dimension. Individual indicators of jihadi management were identified and analyzed in six cases and management indicators in five cases. Also, the standardized beta coefficient shows that the self-sacrifice index with a coefficient of 1.080 has the greatest impact on the components of national security in the internal dimension and the index of unity in speech and behavior with a coefficient of 1.050 has the greatest impact on the performance of the external dimension components of national security. Conclusion: Based on the obtained findings, it can be argued that jihadi management is a good option to achieve the ideals set out in the vision document and ensure sustainable national security.
