In twentieth century, especially during the Cold War era, the two ideas of Nationalism and Internationalism were the main competitor approaches in different schools of thought in the field of international studies. However, global integration between states and nations from economic, cultural, and communicational aspects has created a new magnificent world which is more integrated and the interests of political units are more incorporated. Based on this new world order, the major rival trends in the world arena are two recent dominant approaches of globalism and regionalism. The appearance of the successful regionalism regimes in Europe and also in the South East Asian region while they have tried to keep their correlations with the global trends, have prepared a suitable model for other regions to construct regional unities in a globalized framework.
This paper aims to examine one of the most important issues in the SCO region - the exploration and transportation of energy - in the framework of regionalism and globalism approaches. Regarding to this matter, the outlook of the energy cooperation between the SCO countries and the position of the other powerful players in the region will be analyzed. The opportunities and challenges confronted with the producers and consumers of this strategic commodity to achieve energy security in this region also will be discussed
Regional Powers and World Order in the Post Cold War Era(مقاله علمی وزارت علوم)

The end of the cold war has changed world order in terms of the distribution and structure of power in international system. Following the growth of regional powers and international system’s shifting from bipolarity to multi-polarity, regional powers, undertaking key tasks in the crisis management, are likely to play an active and determining role in new world order and change world management trends with a view to securing their region as well as their own interests. According to this article, the end of the cold war between the East and West and transition to multi-polar structure has carried opportunities for the newly emerging regional powers as regards the enhancement of the their capabilities in the management and establishment of regional order as well as entrance to the global decision-making structures. This article reviews the nature of regional powers, their reasons to support regionalism, and the role of the regional order in re-defining the world order.
Regionalism and its Economic Effects on Iran in a Computable General Equilibrium (CGE) Model:A Case Study of the Eurasian Economic Union (EAEU)(مقاله علمی وزارت علوم)

Over the last three decades, membership in regional trade arrangements has become one of the most important tools of trade diplomacy. Regional agreements bring a lot of benefits for the member countries through reducing barriers and restrictions. Considering the signing of the Interim PTA Agreement between Iran and Eurasia and its effects, this study aimed to investigate the economic effects of implementing this agreement using the CGE method by SAM 2011. Four possible scenarios were analyzed which included 50% or 100% tariffs reduction for industry and agriculture sectors and %50 tariffs concession for one of them. The results showed that an average of 50% tariff concession in the agricultural and industrial sectors led to the growth of both sectors and increased the total consumption and welfare in Iran. In the case of 100% tariff concession, the growth of agriculture and industry will be much higher and higher welfare and total consumption will be observed. Policymakers are advised to pursue FTA between Iran and EAEU for achieving the best results. The creation of a joint financial mechanism and a database of Member States' traders, the issuance of business visas, and the establishment of a Eurasian Chamber of Commerce Joint Council are recommended.
Indeterminate Regionalism in the Middle East

This paper will examine regionalism and anti-regionalism trends in the Middle East after the Arab uprisings. The implementation of Trump policies in the region, the rise and fall of ISIS, the decline of the Arab uprisings, the convergence and divergence trends in the Middle East, especially among its three major actors Iran, Saudi Arabia and Turkey, have caused particular complexities. All this, has made it impossible to speak of the regional order in the Middle East, and the two processes of regionalism and anti-regionalism in the region are simultaneously emerging. The paper will explore these opposing trends in terms of recent developments and will essentially emphasize how these two opposite processes will reproduce each other in terms joint and divided security concerns? And why regionalism has not ever been fully evolved in the Middle East? It seems that the multiplicity of influential factors and the complexity of the existing relations have made very difficult the possibility of convergence and specifically regionalism in the Middle East.
An Investigation of Global-Regional Interactional Approach at the Prominent Works of Contemporary Iranian Architects(مقاله علمی وزارت علوم)

Regionalism is an analytical and critical perspective which focuses on preserving special features of place and attempts to fill the vacuum in architecture. Globalization is a complex multi-stage process that causes increasing complexity of time and place, greater awareness across the global and acceleration of cross cultural interactions. Therefore, the present paper attempts to analyze global-regional interactional approach through investigating contemporary Iranian architecture in relationship with the aforementioned phenomena and also tries to provide practical advice on establishing a constructive interaction. The research methodology is based on content analysis and case study. The results obtained from investigating striking cases of 4 eras of contemporary Iranian architecture and presented as a table of global-regional interaction components (physical, semantic and ecological) show that an interactional approach is becoming increasingly popular and global-regional coexistence is being formed in contemporary Iranian architecture, which associates with spirit of time and its regional components. A dynamic presence and playing a componential role by contemporary Iranian architects in this interaction have some prerequisites: an understanding of contemporary pluralism, an understanding of the other and establishing interaction, emphasis on the role of thought, creation and innovation, objective research, a good understanding of identity and place, past recall and identifying components of Iranian architecture.
The policies of Russian Regionalism and the Eurasian Economic Union(مقاله علمی وزارت علوم)

Regionalism and regional integration are among the central doctrines of states to strengthen and develop themselves in the new age. After the collapse of the Soviet Union and the power vacuum, Russia sought to rebuild the regional order and reshape the regional geopolitical system in Eurasia. From the beginning of the Vladimir Putin era (1999), Eurasianisism became the focus of Russian foreign policy. The most crucial strategy of Russian Eurasianism became Eurasian Regionalism. After several stages of the regionalism process (Eurasian Economic Community, Single Economic Market, Customs Union), Russia finally succeeded in establishing the Eurasian Economic Union (EAEU) consisting of Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan in early 2015. The EAEU is the most developed institution of regional economic integration among post-Soviet states. The objective of this study is to evaluate Russia’s regionalism policies and explain Russia’s intentions to establish the EAEU in the new era. The research results show that the first priority of Moscow from the establishing of the Eurasian Economic Union is security, political and geopolitical issues. Otherwise, economically, this Union does not have a significant achievement for Russia. The member states of This Union are not an appropriate economic complement to each other.

The Three Seas Initiative harks back as another version of strategic integration in the Central and Eastern Europe. Based on the Neofunctionalism, a functional-based regionalism is expected to take roots in the region with the spillover effect into the political and institutional levels; therefore, the main question of the research study is: what is the effect of the EU on the regionalism in the Central and Eastern Europe? The hypothesis of this research states that the EU’s highly developed institutional arrangement has led to a specific type of regional arrangement to take place in the CEE under the Three Seas Initiative, which lacks highly supranational institutionalism, even though it maintains high functional and political dimensions. The main research question was investigated using the qualitative method, namely descriptive method within the theoretical framework of Neofunctionalism. Results indicate that while Central European regionalism is under the effect of political and functional spillover as well as spill-around in institutionalization, the divide between Central European conservative and Western liberal values has been used by Eurosceptic parties to accelerate the process.

Geographical distance has always been one of the factors affecting relations between states. This has highlighted the position of neighbors in the foreign policy of countries and they have often adopted special strategies towards them. However, a glance at theories of International Relations (IR) shows that there is no specific theory about the neighborhood. Therefore, the main question is how to achieve a plan to explain the neighborhood in international politics? It seems that a hybrid theoretical approach can be presented by means of an eclectic approach and relying on the capacity and relevance of IR theories with geographical proximity and neighborhood. Therefore, the four approaches of Regionalism, Economic Interdependence, the English School and the Copenhagen School have been selected from different theories in the discipline of IR. Then, by collecting the scattered statements of the theorists of the mentioned approaches about the relations of states in close geographical distances, an attempt has been made to formulate a theoretical framework for explaining the neighborhood in international politics. This scheme not only explains the neighborhood in international politics but also introduces the link between Geography and IR.
