The theory of the Buzan’s regional security complex is one of the most important theories of regional system analysis. But the theory has some shortcomings in the analysis of regional systems such as the Middle East. This article seeks to illustrate and reform those shortcomings with a fundamental theoretical and explanatory approach. This can also provide common variables for scrutinizing the regions all over the world.  In this way, it is argued that it is need and necessary adding one more variable called "problematic" to the regional security complex theory. Also It is argued that, due to the specific characteristics of each region, it is necessary to consider the other particular variables of each region. Since this study focuses on the regional system of the Middle East as a case, it is also necessary to examine two other variables, the "individual" and the "structure of the international system".

One of the requirements for the formation of stability in regions and sub-regions is the creation of regional security complexes. The necessity of creation these regional security complexes is the existence of security orders which are outcomes of regional actors’ agreements to control internal crisis and challenges and to manage the level of external interventions in regional affairs. Due to its geopolitical, geo-strategic and geo-economic importance, especially in the oil field, the West Asian region has a great impact on the international security of the oil market, and the formation of an endogenous regional security complex can provide the necessary basis for oil security. The strengthening and expansion of the Axis of Resistance strategy under Islamic Republic of Iran leadership in formation a regional security complex could ensure oil security, as much as possible. This article studies the central impact of the Axis of Resistance strategies, especially the Islamic Republic of Iran in ensuring oil security through the formation of regional security complex. Countering unilateralism in oil market management, countering US-managed chaos to gain new customers in the oil market, and countering oil conversion as a financial source for international terrorism are some of the strategies of the Axis of Resistance and the Islamic Republic of Iran in this regard.

Between Geography and International Relations: Explaining the Neighborhood(مقاله علمی وزارت علوم)

Geographical distance has always been one of the factors affecting relations between states. This has highlighted the position of neighbors in the foreign policy of countries and they have often adopted special strategies towards them. However, a glance at theories of International Relations (IR) shows that there is no specific theory about the neighborhood. Therefore, the main question is how to achieve a plan to explain the neighborhood in international politics? It seems that a hybrid theoretical approach can be presented by means of an eclectic approach and relying on the capacity and relevance of IR theories with geographical proximity and neighborhood. Therefore, the four approaches of Regionalism, Economic Interdependence, the English School and the Copenhagen School have been selected from different theories in the discipline of IR. Then, by collecting the scattered statements of the theorists of the mentioned approaches about the relations of states in close geographical distances, an attempt has been made to formulate a theoretical framework for explaining the neighborhood in international politics. This scheme not only explains the neighborhood in international politics but also introduces the link between Geography and IR.
