Eurasian Economic Union

Over the last three decades, membership in regional trade arrangements has become one of the most important tools of trade diplomacy. Regional agreements bring a lot of benefits for the member countries through reducing barriers and restrictions. Considering the signing of the Interim PTA Agreement between Iran and Eurasia and its effects, this study aimed to investigate the economic effects of implementing this agreement using the CGE method by SAM 2011. Four possible scenarios were analyzed which included 50% or 100% tariffs reduction for industry and agriculture sectors and %50 tariffs concession for one of them. The results showed that an average of 50% tariff concession in the agricultural and industrial sectors led to the growth of both sectors and increased the total consumption and welfare in Iran. In the case of 100% tariff concession, the growth of agriculture and industry will be much higher and higher welfare and total consumption will be observed. Policymakers are advised to pursue FTA between Iran and EAEU for achieving the best results. The creation of a joint financial mechanism and a database of Member States' traders, the issuance of business visas, and the establishment of a Eurasian Chamber of Commerce Joint Council are recommended.
Bilateral Trade Potentials in Iran-Russia Relations: A Case Study of Food Trade(مقاله علمی وزارت علوم)

Signing a preferential trade agreement between Iran and the Eurasian Economic Union (EAEU) has created a suitable context for the expansion of trade interactions between the countries of this region. With respect to this context, this paper examines food trade potentials between Iran and Russia as two neighbors with significant economies. Product codes are chosen from the 21 categories of the integrated tariff system based on the global definition of food. Data analysis is based on four trade criteria including the Allen cosine measure, the Revealed Comparative Advantage measure, the simple estimate of trade potential measure, and the Drysdale index over the years 2001–2017. These indices illustrate that Iran and Russia have high trade capacities for some items in certain food groups, and that they can facilitate the process of economic integration through reinforcing regional interactions and intra-region trade expansion, while safeguarding national interests and improving national security. The paper concludes that Iran’s food exports to Russia in a particular set of commodity codes enjoy the potential of expansion due to structural similarities between the countries’ food exports, the increasing trend of Iran’s food export potential to Russia, the increasing advantage of these commodity codes in Iran’s export to the world, and the increasing trade expansion opportunities from Iran to Russia.

Russia's foreign policy has undergone many changes in the last decade. Putin's policies have continued until 2021 and he has changed toward a pragmatic approach to dynamism and initiative in regional and international developments. The Various factors have been influential in this direction. The Regional convergence in the near abroad has always been a priority for Moscow. Russia has tried to use the political, security and economic potential of the Eurasian region in geopolitical rivalries. One of the developments in recent years is the creation of the Eurasian Economic Union, which can play an important and effective role in advancing Russia's foreign policy goals. This study seeks to answer the question of how effective the Eurasian Economic Union will be in achieving Russia's foreign policy goals. What are its prospects and challenges? And what opportunities can be imagined for the cooperation of the Islamic Republic of Iran with this economic union? The theoretical framework of the research is based on the theory of neoclassical realism. This theory considers the factors of domestic, regional level and the structure of the international system in evaluating foreign policy. The research method is descriptive-analytical and uses documentary and library information and data.

Regionalism and regional integration are among the central doctrines of states to strengthen and develop themselves in the new age. After the collapse of the Soviet Union and the power vacuum, Russia sought to rebuild the regional order and reshape the regional geopolitical system in Eurasia. From the beginning of the Vladimir Putin era (1999), Eurasianisism became the focus of Russian foreign policy. The most crucial strategy of Russian Eurasianism became Eurasian Regionalism. After several stages of the regionalism process (Eurasian Economic Community, Single Economic Market, Customs Union), Russia finally succeeded in establishing the Eurasian Economic Union (EAEU) consisting of Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan in early 2015. The EAEU is the most developed institution of regional economic integration among post-Soviet states. The objective of this study is to evaluate Russia’s regionalism policies and explain Russia’s intentions to establish the EAEU in the new era. The research results show that the first priority of Moscow from the establishing of the Eurasian Economic Union is security, political and geopolitical issues. Otherwise, economically, this Union does not have a significant achievement for Russia. The member states of This Union are not an appropriate economic complement to each other.
Assessing the Regional Policies and Geopolitical Convergence of Iran-Russia in the Eurasian Economic Union(مقاله علمی وزارت علوم)

اThis paper discusses the regional policies of Russia and Iran and examines their role and relationship with the Eurasian Economic Union. The data required for the research was obtained from international organizations and the research has done by descriptive-analytical method from a critical view. The Islamic Republic of Iran, which had been excluded for four decades from regionalism processes and membership in regional organizations of East and West, recently has followed cooperation and convergence with the Eurasian Economic Union (and The Shanghai Cooperation Organization). Signing the Interim Free Trade Agreement between the Islamic Republic of Iran and the Eurasian Economic Union in May 2018 was an essential step for Iran to enter the regional arrangements. The USA withdrawal from the Joint Comprehensive Plan of Action (JCPOA), extensive USA sanctions against Iran in Trap’s administration (maximum pressure), and Russia's geopolitical dilemma and western sanctions have led Russia and Iran to cooperate within the framework of the Eurasian Economic Union as a geopolitical necessity. In this context, the present paper analyzes influential factors that have fostered bilateral relations between the two countries and the EEU-Iran. The results show that despite the economic name of the Agreement, its political and geopolitical goals are the main priority for the Russian Federation and the Islamic Republic of Iran. The absence of economic complementary, distrust, and political and geopolitical challenges are significant obstacles to this Agreement and relationship.
