چکیده
امروزه دولت محلی به واقعیتی انکارناپذیر در جهان تبدیل شده؛ به طوری که در پژوهش های مختلف چهار بعد اجتماعی- فرهنگی، اقتصادی- مالی، جغرافیایی و سیاسی- قانونی به عنوان مهم ترین ابعاد دولت محلی یاد شده اند؛ و پژوهشگران به کارگیری تفکر سیستمی در دولت محلی را به عنوان کارآمدترین رویکرد اشاره کرده اند. تحلیل سیستمی رویکردی جامع و پویا برای بررسی پدیده های پیچیده است. با استفاده از این رویکرد، می توان روابط متقابل و پیچیده بین عناصر مختلف هر سیستم را شناسایی و تحلیل کرد. در حوزه دولت محلی، تحلیل سیستمی می تواند به درک عمیق تری از عوامل مؤثر در شکل گیری و عملکرد دولت های محلی کمک کند. در این پژوهش عوامل کلیدی چهارگانه مؤثر در شکل گیری دولت محلی با روش تفکر سیستمی مورد بررسی قرار گرفته تا تأثیر هریک از عوامل را بر شکل گیری دولت محلی و تأثیر و روابط علی و معلولی هریک از آنها را روی یکدیگر و بر کل سیستم در نظر گیرد. در این راستا از نرم افزار ونسیم جهت مدل سازی و روابط علی و معلولی استفاده شده است. نتایج تحقیق نشان می دهد چهار زیرسیستم یادشده، هیچ گاه نمی توانند به صورت مجزا از یکدیگر عمل کنند و پیوستگی آنها موجب به وجود آوردن یک سیستم نهایی برای شکل گیری موفق دولت محلی خواهد شد.A Systematic Analysis of Influential Factors in the Formation of Local Government Using Model Design
Today, local government has become an undeniable reality in the world; in various studies, four dimensions—social-cultural, economic-financial, geographical, and political-legal—have been identified as the most important aspects of local government. Researchers have pointed to the application of systemic thinking in local government as the most effective approach. Systemic analysis is a comprehensive and dynamic approach for examining complex phenomena. Using this approach, the interrelated and complex relationships between different elements of each system can be identified and analyzed. In the realm of local government, systemic analysis can contribute to a deeper understanding of the factors influencing the formation and performance of local governments. This research examines the four key factors affecting the formation of local government using systemic thinking to consider the impact of each factor on the formation of local government and the causal relationships among them and the entire system. In this regard, the Vensim software has been used for modeling and causal relationships. The results of the research indicate that the four mentioned subsystems can never operate separately from one another, and their continuity will create a final system for the successful formation of local government.
