الزامات و ضرورت های برنامه ریزی کاربری زمین در سکونتگاه های روستایی شهرستان رودبار

چکیده
مدیریت توسعه یک ناحیه بر پایه شناخت امکانات و منابع محلی و بکارگیری منطقی آن ها در جهت رسیدن به اهداف یک برنامه استوار است. آینده نگری و برنامه ریزی بعنوان ابزار مدیریت، همواره از نتایج مطالعات و پژوهش های ناحیه ایی بهره می گیرد تا شرایط مطلوب را برای تصمیم گیری بلندمدت و کوتاه مدت فراهم سازد. در این بین تفکر مبتنی برآمایش سرزمین، مدیریت بر منابع یک ناحیه را از نظمی برخوردار خواهد کرد که تناقض در راهبردها و اهداف در آن کمتر بچشم می خورد؛ اما فقدان این شیوه تفکر باعث آشفتگی در برنامه ریزی خواهد شد. بر همین اساس برنامه ریزی کاربری اراضی در سطوح مختلف ملی، ناحیه ایی و محلی خواهان توسعه هماهنگ محدوده ها وتمامی بخش های اقتصادی است. و با توجه به ویژگی های مقتضیات هر ناحیه، امکانات منطقی برای جانمایی و استقرار نیروهای مولد و بنگاه های اقتصادی آتی را فراهم می سازد. این مقاله باستناد اطلاعات موجود به ضرورت های تهیه طرحی جامع برای تنظیم و تدقیق نظام کاربری اراضی در سکونتگاه های روستایی شهرستان رودبار می پردازد. نتایج حاصل از سرشماری ه ای رسمی نشان می دهد که در فاصله دو سرشماری کشاورزی (1367 و 1382) حدود 18/5 درصد از اراضی کشاورزی شهرستان کاسته شده و روند تغییر کاربری ها همچنان ادامه دارد. ضمن اینکه نظام فعالیت های اقتصادی به تبع تغییرات کلان اقتصادی و جریان های ناحیه ایی از بخش اول بسمت بخش سوم در حال چرخش است. در کنار این مسائل بنظر می رسد عدم آرایش صحیح فعالیت ها و کاربری ها در فضای شهرستان (با توجه به توانمندی های درونی) در بلندمدت آسیب های جدی بر محیط زیست وارد کرده و حصول به توسعه پایدار را با مشکل مواجه کند.Necessities and Obligations of lands use Planning in Rural Settlement of Roodbar Township
Management of developing a region based on recognition of possibilities and local resources and reasonable application of them in order to reach the aims of the program. Foresight and planning as a management tool takes advantage of the results of regional studies to provide the favorite conditions for long – term and short term decisions. Therefore the thought based on preparing public land, will cause the management on resources of a region have such an order that there will be little contradiction between strategies and goats; however the lack of such thinking will led to disorder in planning. So lands use planning in different levels of national, regional and local needs coordinate development of limits and all economic parts. Regarding the necessities of a region, reasonable facilities for placement and establishment productive forces and future economic institution will be provided. This paper will consider the necessities of providing a comprehensive plan for setting of land use system of Roodbar, based on available information and statistics. The result of formal consensus has shown that during two agriculture consensus (2003,1988) 18/5 percent of farmland of the city has been reduces and the process of changing uses is still continuing. Also, the system of economic activities following great economic changes and regional events, is changing from first part toward third part. Beside these problems, it seem disorder of activities and use in the city(by consideration to internal capability) will cause serious damage to the environment and create problems to attain constant development.
