چکیده
معمای امنیت به عنوان یکی از دغدغههای اصلی کشورها در صحنه بینالمللی است که با افزایش امنیت یک کشور، سایر کشورها روند ناامنی را سیر خواهند کرد. وظیفه دولتها ارائه کالاهای سیاسی مانند؛ امنیت، امکانات اقتصادی، نظم قانونی و زیرساختارها است. زمانی که دولت این کارویژهها را نتواند ارائه کند، یک دولت شکننده محسوب می شود. مفهوم دولتهای شکننده در یک دهه اخیر، ازجمله ویژگیهای برخی کشورهای خاورمیانه شده است. عراق پس از سال 2003، در گروه دولتهای شکننده قرار گرفته و در طول این سالها همواره در سطح نامطلوبی از امنیت ارزیابی شده است. براین اساس، سوال اصلی این است که، دولت شکننده عراق چه تاثیری بر معمای امنیت در خلیج فارس دارد؟ هدف این نوشتار با استفاده از روش توصیفی –تحلیلی، این است که به بررسی معمای امنیت در عراق به عنوان دولتی در منطقه خلیج فارس پس از سال 2003 بپردازد. یافتههای پژوهش نشان میدهد دولت شکننده عراق با برهم زدن نظم عربی منطقه ای، زمینه سازی افزایش مداخلات نظامی، تاثیرگذاری بر موازنه قوای منطقه ای بین ایران و عربستان، زمینه سازی گسترش فعالیت های تروریستی و قاچاق نفت در منطقه، معمای امنیت در خلیج فارس را تشدید نموده است.The analysis of the Fragile state of Iraq and the Security Dilemma in the Persian Gulf
The security dilemma,as one of the main concerns of countries in the international arena, that as one country's security increases, other countries will go through a process of insecurity.It is the duty of states to provide political goods such as security, economic facilities, legal order and infrastructure.When a state fails to provide these features, it is considered as a fragile state.The concept in the last decade, is one of the characteristics of some Middle Eastern countries.Iraq has been included in the group of fragile states since 2003 and has always had an unsatisfactory level of security since then.Accordingly,the main question is “what effect does the fragile state of Iraq have on the security dilemma in the Persian Gulf?”.Using a descriptive -analytical method, the purpose of this paper tries to examine the security dilemma in post-2003 Iraq as a state in the Persian Gulf region.Findings show that the fragile state of Iraq has intensified the security dilemma in the Persian Gulf by disrupting the regional Arab order, paving the way for increased military intervention,influencing the balance of power between Iran and Saudi Arabia, and paving the way for the spread of terrorist activities and oil smuggling in the Persian Gulf region.
