Due to the global competitive environment in the mobile app market, traditional problem-solving methods in examining the problem of accepting stores offering these digital products have ignored the important role of human factors and therefore this weakness necessitates research on relevant policies by governing bodies from another perspective based on a soft systems thinking approach. This problem has structural complexities, and many stakeholders have different views on it. Therefore, using the methodological approach of soft systems can be a solution for this purpose. This research was applied, exploratory, and qualitative, and the statistical population consisted of 10 experts in the telecom industry, whose selection was made by purposeful judgment. Data collection tools were conducted in in-depth semi-structured interviews. The research findings lead to a conceptual and structured model for improving change, learning and helping to improve macro policies in this area.

Identifying Factors Affecting Educational Policy-Making Based on Third Millennium Characteristics

Purpose : The purpose of this study was to identify the factors affecting educational policy-making based on the third millennium characteristics. Methodology : This study was applied in terms of purpose and qualitative in terms of implementation of the data foundation type. The research population was the documents in 2009 to 20019 and educational policy-making experts in 2019, among which 15 were chosen according to the original saturation principle with purposive sampling method. The research tool was a semi-structured interview, whose validity was confirmed by experts and evaluated with proper triangulation method and its reliability was obtained by an internal agreement method of 0.83. For data analysis, content analysis method was used in MAXQDA12 software. Finding : The findings showed that the factors affecting educational policy-making had 9 dimensions, 39 components and 209 indicators, including educational stakeholders, psychological factors, economic factors, technological factors, legal factors, social factors, cultural factors, belief and ideal factors, and political factors. Also, the third millennium education has 6 dimensions, 33 components and 74 indicators, including the characteristics of philosophy and training goals, characteristics of curriculum, educational system characteristics, environmental characteristics and educational space, characteristics of teachers and characteristics of principals and policymakers. In general, for factors affecting educational policy-making based on the third millennium was identified with 15 dimensions, 72 components and 283 indicators. Conclusion : Considering the factors affecting educational policy-making based on the third millennium characteristics, the dimensions and components identified in the present era can be promoted.

Justice and Ethnic Diversity Policy-Making in the Islamic Republic of Iran: the Place and Implications

Ethnic diversity in each country requires policy-making harmonized with the principles of the political system and the diversity state in that nation. Iran is one of the countries that has ethnic diversity. Justice in the Islamic Republic of Iran is a fundamental discourse and a legitimating factor that policy-making must be based on it. Therefore, justice in ethnic diversity policy-making has importance; it has also some implications. In this paper, by scholarly method and using existing resources and documents, besides choosing the approach and defining justice to put everything it its place as a theoretical framework, the status and importance of justice in policy-making of ethnic diversity will be explored from three perspectives:Firstly, the theoretical aspect by which presenting theories aims at explaining the relationship between justice and the emergence of ethnic crises. Secondly, the objective and field aspect, which signals the results of surveys, indicates the place of justice in policy-making of ethnic diversity. Finally, there is the importance of justice in the high-level documents related to the ethnic domain, which the volume of this issue indicates the significance of discussing justice in policy-making. In the next step, the implications of choosing a fair approach toward ethnic diversity policy-making in the Islamic Republic of Iran have been extracted. Reviews and studies have shown that the principal, objective, process, political and structural implications are taken from the adoption of a fair approach toward the policy-making of ethnic diversity.

An Analysis of the Policy Network Concept Regarding Public Accountability in the Ministry of Economic Affairs and Finance (Electronic Treasury)(مقاله علمی وزارت علوم)

The primary aim of this study is to investigate the parameters involved in the formulation of the Network Policy-Making, commonly referred to as policy networks, with a particular emphasis on public accountability within the Ministry of Economic Affairs and Finance. This investigation primarily focuses on the electronic Treasury. The statistical population comprises the managers who are employed at the Deputy Ministry for Financial Supervision, a division operating inside the General Directorate of the Ministry of Economic Affairs and Finance. In order to ascertain the appropriate sample size, a questionnaire was administered using a multi-stage cluster sampling approach, resulting in a total sample size of 282 participants. The hypotheses were examined using the structural equation modeling method and the software LISREL. The findings indicated that various factors related to network policy-making, such as organizational sustainable development, organizational goal orientation, participative decision-making, and organizational identity formation, have a positive and significant impact on public accountability.

The Discursive Re/construction of the Future in the Institutional Translations of the Iranian Supreme Leader's Discourse(مقاله علمی وزارت علوم)

The representation of future pre-configuration through policy-making processes has been an in-vogue area of study in the field of discourse analysis. Equally important is the reconstruction of future pre-configuration in the institutional translations of political text and talk. The objective of this study is to investigate the conceptualization of futurity in the preemptive policy-making in the speeches of the Iranian Supreme Leader and their English institutional translations. The data for the present study comes from 20 speeches of the Iranian Supreme Leader and their translations, spanning from 2015-2020, issued by the Office of the Supreme Leader. We employed semantic-syntactic analytical tools such as mood, modality, and aspect to study the conceptualization of futurity in the policy discourse. In conclusion, the findings of the study indicate that these reconstruction of futurity in the preemptive policy-making process in the English institutional translations are to a greater extent similar to the semantic-syntactic properties of the original texts. However, modalization and mood transformation are instances of differences between original and translated versions of texts. Besides, we argued that any instance of the occurrence of similarity or differences stems from on-line dialectic relationships between micro-pragmatic and macro-pragmatic factors
