سنجش توسعه یافتگی شهرهای استان ایلام با استفاده از مد ل های تصمیم گیری چندمعیاره

چکیده
استان ایلام بر اساس پیشنیه ی پژوهش، از استان های محروم کشور از نظر توسعه یافتگی طی یک دهه ی اخیر رده بندی شده است. بخشی از این مسئله در «توسعه نیافتگی شهرهای» این استان ریشه دارد. هدف این پژوهش تعیین سطح توسعه یافتگی و شناخت تفاوت های بین شهرهای استان ایلام از نظر نماگرهای عمران و خدمات شهری است. در این پژوهش، از 28 نماگر در چارچوب مدل های موریس، تاپسیس، ویکور و مدل تلفیقی کوپلند در تجزیه و تحلیل و رتبه بندی درجه ی توسعه یافتگی شهرها استفاده شده است. یافته های پژوهش نشان می دهند که شهر های نوبنیاد که از روستا به شهر تبدیل شده اند، اغلب در بخش عمران و خدمات شهری، توسعه نیافته هستند. همچنین شهر ایلام در سرانه ی فضاهای خدماتی که از طرف شهرداری ها ارائه می شوند، در ردیف شهرهای محروم قرار می گیرد. شهرهای با جمعیت کمتر، به نسبت شهرهای دیگر در نماگرهای خدمات شهری، از نظر توسعه یافتگی، از رتبه ی بهتر و وضعیت مطلوبتر برخوردارند. نتیجه اینکه اگر چه شهر ایلام از نظر جمعیت و تعداد امکانات در رده ی نخست شبکه ی شهری استان قرار دارد، لیکن با احتساب معیار جمعیت، در نماگر های عمران و خدمات شهری، این برتری وجود ندارد.Measurement of Ilam Province Cities Development Level by Using of Multi Criteria Decision Models
Despite the seven decades old of regional policy and planning in Iran, but Ilam province is among the underdeveloped provinces, yet. Part of the problem is rooted in the providence urban underdevelopment. The study employs tried to use the civil and urban services department indicators to measure the development level. The study employs tried the Multi Criteria Decision Models like as VIKOR, TOPSIS, MORRIS and COPELAND to ranking of cities in development level. This study shows that: The new founded cities are less developed in all service indicators. In relative to other cities in the province with respect to its population, in the municipal sector service, Ilam is less developed. Low population cities have better situation in development indicators. The main result of this study is that the city of Ilam, in terms of population and the facilities concentration in the urban network, have the first rank in the province, but in terms of population, with the criteria of public services, Ilam is not a developed city.
