تحلیلی بر عملکرد و مشارکت دهیاران در توسعه اجتماعی وکالبدی نواحی روستایی شهرستان گرگان (مورد: دهستان استرآباد شمالی)

چکیده
دهیاریازنهادهایجدیددرتوسعهروستایی استکهدردهه یاخیرجهتادارهومدیریتتوسعهروستایی ایجادشدهاست. اگرتوسعهبرمبنانیازمردمانجامشود،مناسب تروصحیح ترخواهدبودکه اینکاردرسطحمحلیتوسطدهیاری هاانجامگردید.ازاینرودهیاربهعنواننمایندهدولتدرروستاهاونهادهای مردمیومحلینقشبسزاییدرحلوفصلمشکلاتومسایلروستاییانبهدولتبرعهدهدارد. هدف تحقیق حاضر که در دهستان استرآباد شمالی شهرستان گرگان صورت گرفته است، بررسی میزان تأثیر مشارکت و عملکرد دهیاران در توسعه اجتماعی و کالبدی روستاها است. برای رسیدن به این هدف از روش تحقیق توصیفی-تحلیلی استفاده شده است. جامعه آماری این تحقیق شامل 4 روستای دارای دهیاری فعال در این دهستان با 595 خانوار است که براساس فرمول کوکران، حجم نمونه 210 نفر انتخاب شده است. ابزار تحقیق، پرسش نامه بوده که روایی آن براساس نظر گروهی از متخصصان تأیید گردید، و برای تعیین میزان پایایی مقیاس اصلی پرسش نامه از ضریب آلفای کرونباخ به میزان (0.86) استفاده گردید. داده ها با استفاده از نرم افزار SPSSتجزیه و تحلیل شدند. در تحلیل داده ها برای بررسی رابطه معنی دار بودن بین عملکرد دهیاران و توسعه اجتماعی و فرهنگی و کالبدی روستاها از آزمون تی تک نمونه ای و تی زوجی استفاده گردید. و برای تعیین رتبه توسعه روستاها را در زمینه های اجتماعی و کالبدی در قبل و بعد از مشارکت و عملکرد دهیاران از آزمون فریدمن استفاده شده است. نتایج تحقیق نشان می دهند که میزان توسعه روستاها در زمینه های اجتماعی و کالبدی بعد از مشارکت و عملکرد دهیاران بیش از حد متوسط است. و همچنین در هر دو شاخص اجتماعی و کالبدی- زیست محیطی توسعه روستاها با مشارکت دهیاران در روستاها رابطه معنی داری در سطح 99 درصد دارد. و مؤلفه های کالبدی- زیست محیطی بعد از مشارکت دهیاران با میانگین 5.12 بیشترین رتبه را درتوسعه روستاها از مشارکت و عملکرد دهیاران را به خود اختصاص داده است.Performance Analysis of participation in Community Development & Skeletal DhyaryRural AreasGorganTown Ship (Case Studi:VillagesAstrabadshomaly)
Dhyary of new institutions in rural development in the last decades has created the Office of Management and Rural Development. If the development is done based on the needs of the people, would be more appropriate and correct that the local level is done by Dhyary. However Dhyary as government representative in the villages and local people and institutions play an important role in resolving the problems of the rural population . The purpose of this study in rural district of northern Astarābād of Gorgancitywas to examine the influence of dhyaran's partnership & operation in the social development & Skeletal of villages To achieve this objective, descriptive - analytical study is used. The study population consisted of four villages with active Dhyary in the district with 595 Family on the basis of the Cochran formula, 210 samples were selected. Research tool,was a questionnaire that its validity was confirmed by the group of experts and for determining the reliability measure of Cronbach's alpha coefficient of the questionnaire (86/0) was used. Data were analyzed using spss software. In analyzing the data to examine the relationship between the significant Dhyary's operation and social and cultural development & physical rurals was used single-sample t-test and t-test voice. And to determine the level of development rurals in the fields of social and physical before and after Partnership & Operation of dhyaran the Friedman test was used. The results of study show the level of development rurals in the fields of social and physical after Partnership & Operation of dhyaran is over. In both indicators, as well as social and physical-biological environment, rural development, with the participation of Dhyary has significant relation at the level of 99 percent. The indicators of physical - biological environment after Partnership of dhyaranappropriated averaging 5/12 the highest rated at the Development of Partnership & Operation dhyaran.
