راهبرد قدرت هوشمند ایران و نقش ژئوپلیتیک انرژی (نفت و گاز) در پیشبرد آن

چکیده
قدرت یک حکومت ملی با ترکیب قدرت نرم و سخت به حداکثر می رسد. این نوع ترکیب و تلفیق را که قدرت هوشمند می نامند، با اقدام هماهنگ نظامی و اقتصادی در صورت توجه هر چه بیشتر به آن چیزی که کشورهای دیگرفکر می کنند، پدید می آید. برای نمونه امروزه براساس نظریات لیبرالی، ایران تنها با تکیه بر قدرت سخت نمی تواند دیگر کشورها و افکار عمومی جهانی را در مورد درستی دلایل و اقداماتش متقاعد کند. اما با بهره گیری از عوامل قدرت سخت خود از جمله داشتن سواحل طولانی در سه دریای خزر، فارس و عمان و تسلط بر نقاط استراتژیک آن، واقع شدن در دو حوزه بزرگ انرژی خلیج فارس و دریای خزر و قرار گرفتن در راه اتصال کشورهای آسیای مرکزی و قفقاز به آب های آزاد که موجب توانمندی ژئوپلیتیکی و بازیگری در عرصه ژئواستراتژیکی آن می شود. درکنار هوشیاری در برابر دشمن، همراهی با ایده جهان چند قطبی، همگرایی منطق ه ای، تنش زدایی، توسعه گرایی و تکیه بر قدرت نفت و گاز که از نکات با اهمیت در عرصه قدرت نرم ایران می باشند، توأماً می تواند در استراتژی قدرت هوشمند خود تأثیر گذارتر عمل نماید. با عنایت به این موضوع، برای انجام تحقیق از روش توصیفی - تحلیلی و برگرفته از شیوه های رایج جغرافیای سیاسی، علوم سیاسی و در راستای ارائه استراتژی مناسب در قدرت هوشمند ایران، بیش از همه به نقش ژئوپلیتیک انرژی (نفت و گاز)، موضوع مورد بررسی قرار گرفته است. نتیجه این تحقیق نشان می دهد که ایران با ارائه استراتژی مناسب در قدرت هوشمند به ویژه با تأکید بر بازیگری بیشتر در ژئوپلیتیک انرژی (نفت و گاز) به دلیل اهمیت آن در دنیای امروز و دارا بودن رتبه دوم این ذخایر در جهان، می تواند با تحمیل رفتار و استدلال خود بر دیگر کشورها، قدرت خود را افزایش دهد.Iran's smart strategy power and the role of geopolitics in its advancement (oil and gas)
The power of a national government is maximized by combining hard and soft power. This combination, which is called smart power, is emerged through coordinated military and economic action if there might be more attention to what others think. For example, today based on liberal ideas, Iran cannot just by relying hard power convince other countries and world public opinion about its right reasons and actions. But taking advantage of the hard power factors, including having a long coast in Caspian Sea, Persian Gulf and Oman, and dominating on its strategic locations and locating in two major fields of energy of Persian Gulf and the Caspian Sea in the way of Caucasus and Central Asian countries to open water that create geopolitical capabilities and act in the geopolitical arena, in addition to the vigilance against the enemy, keeping the along with the idea of a multipolar world, regional convergence, conflict resolution, development orientation and relying on a gas and oil power that are important points in Iran's soft power, can simultaneously operate more effectively in smart power strategy. With regard to this issue, this research has used descriptive and systematic analysis which is drawn from political geography and political science practices and energy (oil and gas) geopolitical role has been considered to provide an appropriate strategy in Iran's smart power. The results of this study indicate that Iran can increase its power by offering an appropriate strategy in smart power, particularly emphasizing on more action in geopolitical energy (oil and gas) due to its importance in the today's world and having the second rate of these reserves in the world and imposing its behavior and own reasoning to other countries.
