بررسی میزان تأثیر شرکت عمران در تحقق اهداف کالبدی طرح جامع شهر جدید گلبهار

چکیده
شهر مشهد به عنوان یک مادر شهر در شمال شرق ایران، دارای حوزه نفوذ وسیعی در ابعاد منطقه ای و در زمینه های گوناگون علمی، صنعتی، درمانی و نظامی می باشد. این شهر با مشکلات زیادی در زمینه های زاغه نشینی، آلودگی هوا و جواب ندادن بافت قدیمی این شهر با نیازهای مدرن جوامع امروزی مواجه است. بنابراین برنامه ریزی برای ایجاد شهرهای جدیدی مانند گلبهار و بینالود جهت هدایت سرریز جمعیتی آن ضروری خواهد بود. در این پژوهش تلاش می شود ضمن بررسی رابطه، میزان اثرگذاری عملکرد شرکت عمران شهرهای جدید در زمینه ی فراهم نمودن شرایط برای سکونت شهروندان در شهرهای جدید بر تحقق پذیری کاربرهای پیشنهادی بر اساس طرح جامع شهری از نگاه شهروندان مورد مطالعه قرار گیرد. روش تحقیق در این مطالعه تجربی و در بخش هایی توصیفی- تحلیلی است که برای گردآوری اطلاعات با استفاده از روش های میدانی (پرسش نامه) از 250 خانوار شهری نمونه، پرسش گری به عمل آمده است. نتایج نشان می دهد رابطه ی معناداری بین ارزیابی عملکرد شرکت عمران شهرهای جدید با تحقق پذیری کاربری های پیشنهادی طرح جامع از دیدگاه شهروندان با ضریب همبستگی 753/0 وجود دارد. تلاش شرکت عمران شهرهای جدید در زمینه ی فراهم نمودن خدمات شهری 53 درصد تغییرات مربوط به تحقق پذیری کاربری های پیشنهادی را تبیین می کند و فراهم نمودن تأسیسات و تجهیزات شهری توسط شرکت عمران فقط 3/16 درصد از تغییرات متغیر وابسته را به دنبال خواهد داشت. با توجه به یافته های پژوهش، راهکارهایی از قبیل همکاری کلیه دستگاه های مسؤول در ایجاد زیرساخت ها وتجهیزات شهری، ایجاد فرصت های اشتغال، همکاری و هماهنگی داخلی وزارت راه و شهرسازی در تأمین اهداف شهر جدید، تدارک بسترهای مناسب جهت حمل و نقل عمومی، ارائه خدمات مختلف در شهر جدید گلبهار و غیره پیشنهاد شده است.The survey of the Development Corporation impact in achieving the physical goals of the Golbahar New Town Master Plan

The city with many problems in slum areas, air pollution and not answering the needs of the city's ancient fabric of modern society is facing today. So planning to build new cities, such as the overflow crowd for Binalud & Golbahar and it will be necessary. In this study is to examine the relationship, the impact of new towns in the area of civil engineering companies to provide conditions for residents living in new towns based on the proposed master plan, urban users Land proposed implementations is studied from the perspective of citizens. Methods In this study is experimental and the descriptive - analytical methods for sectored that field data collection (questionnaire) sample of 250 rural households, are questioning the practice. The results show a significant relationship between evaluation of performance of New Towns Development Companies with Implementation of master plan Land proposed from the perspective of citizens with a correlation coefficient of 0.753 there. In terms of New Towns Development Company providing urban services, 53 percent of the proposed changes to the Land Implementation explains and providing urban facilities and equipment by the Development Corporation, only 16.3 percent of the dependent variable would change. According to these findings, strategies such as cooperation of all agencies responsible for developing the urban infrastructure and equipment, creating employment opportunities, Interior of cooperation and coordination of Road and Unbanning Ministry in Development of Program's in New town, Provide platforms for public transportation, Different services in Golbahar New Town and etc is proposed.
