تحلیلی بر روند شاخص توسعه انسانی در استان کرمانشاه

چکیده
توسعه انسانی را می توان فرآیند بسط انتخاب ها در بستر فضای قابلیت برای دستیابی به زندگی بهتر تعریف کرد. شاخص توسعه انسانی متشکل از سه زیر شاخص: امید به زندگی، آموزش و درآمد است. مقاله حاضر در پاسخ این سوأل می پردازد که استان کرمانشاه در زمینه شاخص توسعه انسانی کشور در چه جایگاهی قرار دارند؟ آیا شکاف توسعه در ایران کاهش و در استان کرمانشاه رو به بهبودی بوده یا روند آن رو به فزونی نهاده است؟ روش مطالعه توصیفی - تحلیلی بوده در این تحقیق از شاخص های (HDI,HPI,GEM,GDI) استفاده شده است. یافته ها نشان می دهد طی دو دهه گذشته شاخص توسعه انسانی در استان کرمانشاه بهبود یافته و از رقم 0.610 در سال 1375 به 0.720در سال 1385 افزایش یافته است. بر این اساس استان کرمانشاه در سطح توسعه انسانی متوسط در کشور قرار می گیرد. همچنین یافته ها نشان می دهد که بهبود این شاخص در نتیجه افزایش امید به زندگی از 64.9 سال به 69 سال و در بخش شاخص آموزشی نیز میزان باسوادی زنان و مردان از 68 درصد در سال 1375 به بیش از 80 درصد در سال 1385 افزایش یافته است. اما در بحث درآمد سرانه مطالعات نشان می دهد سهم درآمد خانوار استان کرمانشاه به میزان 14 درصد کمتر از میانگین کل کشور بوده از این جهت در جایگاه 25 کشور قرار گرفته است. نتایج نشان می دهد با توجه به پایین بودن سطح درآمدها و بیکاری فزاینده در استان برنامه های راهبردی به منظور بهبود روند شاخص توسعه انسانی در استان کرمانشاه را می توان از طریق افزایش اعتبارات عمرانی در راستای اشتغال زایی با توجه به موقعیت ممتاز استان کرمانشاه در محور ارتباطی و تجاری با کشور عراق، همچنین توسعه صنایع وابسته به نفت با توجه به منابع نفتی فراوان در استان کرمانشاه پیشنهاد می گردد.Analysis of the human development index in Kermanshah Province
