ارائه مدل اثربخش ارزیابی خط مشی های سلامت نظام اداری با توجه به اسناد بالادستی: مطالعه در وزارت امور اقتصادی و دارایی (مقاله پژوهشی دانشگاه آزاد)

چکیده
این تحقیق با هدف ارائه مدل اثربخش ارزیابی خط مشی های سلامت نظام اداری با توجه به اسناد بالادستی در وزارت امور اقتصادی و دارایی انجام شده است. این پژوهش ترکیبی از روش های کیفی و کمی بوده بدین ترتیب که در ابتدا با انجام مطالعات کتابخانه ای 108 عنوان خط مشی به عنوان کدهای اولیه (پاره گفتارها) احصا گردید که با استفاده از روش تحلیل مضمون در 23 مضمون پایه (مؤلفه) و سپس در 6 مضمون سازمان دهنده (بعد) شامل ابعاد اداری، اجتماعی، اقتصادی، سیاسی، قضایی، و مالی دسته بندی گردید. مدل اولیه توسط خبرگان مورد تأیید قرار گرفت. جامعه آماری این تحقیق شامل کارکنان ستاد و ادارات کل استانی وزارت امور اقتصادی و دارایی به تعداد 4062 نفر بوده و با توجه به روش نمونه گیری کوهن تعداد 205 نمونه با استفاده از روش نمونه گیری طبقاتی انتخاب شده اند. مدل اولیه در این نمونه مورد آزمون قرار گرفت. روایی پرسش نامه برابر با (1/86 درصد) محاسبه گردیده، پایایی درونی پرسش نامه نیز با استفاده از آلفای کرونباخ محاسبه شده و با توجه به اینکه مقادیر آلفای کرونباخ بالاتر از (7/0) قرار گرفته، پایایی درونی تمامی بُعد ها مورد تأیید قرار گرفت. تجزیه و تحلیل داده ها با استفاده از نرم افزارهای SPSS و Smart-PLS انجام شده است. برای بررسی سؤال های پژوهش از روش های آماری تحلیل عاملی تأییدی، معادلات ساختاری و آزمون t تک نمونه ای استفاده شده است. درنتیجه با توجه به کسب نمره شاخص های آلفای کرونباخ و پایایی ترکیبی بیشتر از 6/0، بار عاملی بالاتر از 5/0 سؤالات، نمره شاخص ریشه میانگین مربعات باقی مانده استاندارد شده معادل 039/0، اعتبار مدل مورد تأیید قرار گرفت.Presenting an Effective Model for Evaluating Administrative System Health Policies According to Upstream Documents: A Study in Ministry of Economic Affairs and Finance
This research has been done with the aim of providing an effective model for evaluating the health policies of the administrative system according to the upstream documents in the Ministry of Economic Affairs and Finance. This research is a combination of qualitative and quantitative methods, so that at first, by conducting library studies, 108 policy titles were counted as primary codes (parts of speech), which were divided into 23 basic themes (components) and then into 6 organizing themes (dimension) included administrative, social, economic, political, judicial, and financial dimensions. The initial model was verified by experts. The statistical population of this research includes 4062 employees of the headquarters and provincial general offices of the Ministry of Economic Affairs and Finance, and according to Cohen's sampling method, 205 samples were selected using the stratified sampling method. The initial model was tested in this sample. The validity of the questionnaire was calculated as (86.1 percent), the internal reliability of the questionnaire was also calculated using Cronbach's alpha, and considering that the values of Cronbach's alpha were higher than (0.7), the internal reliability of all dimensions was confirmed. Data analysis was done using SPSS and Smart-PLS software. Statistical methods of confirmatory factor analysis, structural equations and single-sample t-test have been used to investigate the research questions. As a result, according to Cronbach's alpha indices score and composite reliability higher than 0.6, factor loading higher than 0.5 of the questions, root-mean-square index score of the standardized residual equal to 0.039, the validity of the model was confirmed.
