چکیده
مقدمه: امروزه ش هر کاشان با مس ایل و مش کلات متع ددی از جمله ان واع آلودگی های زیست محیط ی، تخری ب من ابع و ک اهش فضاهای طبیعی و در پی آن افزایش نیاز شهروندان ب ه محیط زیستی پایدار مواجه می باشد. در این راستا یکی از راهبردها، توجه به مقوله توسعه پایدار شهری برای رسیدن به تعادل فضایی شهرها در قالب رویکردی استراتژیک می باشد. هدف پژوهش: پژوهش حاضر بر آن است ضمن تحلیل وضع موجود (قابلیت ها و محدودیت ها)کاشان در حوزه محیط زیست شهری ، به ارایه راهبردهای کلیدی جهت پایداری زیست محیطی شهر در قالب برنامه ریزی راهبردی بپردازد. روش شناسی تحقیق: نوع پژوهش از نظر هدف کاربردی و از نظر شیوه انجام توصیفی، تحلیلی است . در طراحی تحقیق و جمع آوری اطلاعات از دو روش اسنادی و پیمایشی بهره گرفته شده است. تکنیک مورد استفاده جهت تجزیه و تحلیل داده ها،مدل تلفیقیSWOT- AHP می باشد. قلمروجغرافیایی پژوهش: شهر کاشان است که در حال حاضر دومین رتبه جمعیتی و صنعتی را بعد از شهر اصفهان در سطح استان دارد. یافته ها و بحث : بررسی ها نشان می دهد شهر کاشان به دلایلی از جمله افزایش جمعیت، توسعه شدید فیزیکی و صنعتی، با مسائل زیست محیطی همچون پساب ها و آلاینده های صنعتی، فرسایش شدید خاک، تخریب و از بین رفتن باغ ها و اراضی کشاورزی و تبدیل آن به فضاهای مسکونی و صنعتی و ناقص بودن سیستم دفع فاضلاب شهری مواجه می باشد و این مسایل موجب ناپایداری زیست محیطی شهر گردیده و مدیریت شهری را با چالش های جدی روبرو ساخته است. بنابراین توجه به این گونه مشکلات و چالش های زیست محیطی شهر کاشان، نیازمند رویکرد نوینی همچون برنامه ریزی راهبردی است تا از طریق ارزیابی و تحلیل وضع موجود شهر کاشان در حوزه محیط زیست شهری، به تدوین، تعیین و اولویت بندی راهبردهایی جهت توسعه پایدار زیست محیطی شهر پرداخت. نتایج: نتایج بدست آمده نشان می دهد ساختار موجود زیست محیطی شهر از یک طرف با نقاط ضعف داخل ی و از طرف دیگر با تهدید های خارجی روبرو است بنابراین راهبرد های قابل قبول در حوزه زیست محیطی شهر کاشان از نوع استراتژیهای تدافعی (WT) است که می بایست در اولویت برنامه های توسعه پایدار زیست محیطی شهر کاشان قرارگیرد.Environmental Sustainable development with strategic planning approach (Case Study: Kahan)
Introduction Currently, Kashan city is exposed to problems and issues as diverse as environmental pollution, resource demolition, the declination in natural spaces and consequently increasing citizens' requirement for sustainable environment. In this regard, one of the strategies is to respect urban sustainable development in order to achieve the spatial equilibrium of cities in the form of a strategic approach. Aim of the research The present study intends to analyze the current situation (capabilities and restrictions) of Kashan in the field of urban environment, to present key strategies for environmental sustainability of the city in the form of strategic planning. Methodology The type of research is applied in terms of purpose and regarding the research method, it is descriptive-analytical. Documentation and survey were the methods applied for data collection and research plan. The technique used to analyze the data is the SWOT-AHP compilation model. Geographical area of research The area where the research has been conducted in, was Kashan city currently ranked the second in terms of population and industry after the city of Isfahan in the province. Results and discussion Surveys show the city of Kashan, is exposed to environmental issues such as industrial wastewater and pollutants, severe soil erosion, destruction and annihilation of gardens and agricultural lands to converse to residential and industrial spaces and the flaw of urban wastewater removal system due to diverse reasons such as population increase, physical and industrial severe development. These issues have caused the city's environmental instability and has taken urban management in serious challenges. Therefore, considering such environmental problems and challenges in Kashan, a new approach such as strategic planning is required to provide it feasible to formulate, determine and prioritize strategies for environmental sustainable development of the city Through changing and analyzing the current situation of Kashan city in the field of urban environment. Conclusion The results show that the current environmental structure of the city is exposed to internal weaknesses on one hand and external threats on the other hand. Therefore, defensive strategies (WT) are acceptable strategies in the environmental area of Kashan that should be regarded in the priority of environmental sustainable development plans in Kashan.
