چکیده
منطقه چابهار به دلایل جغرافیایی، سیاسی، اقتصادی و حتی فرهنگی دارای ماهیتی استراتژیک برای تحرک و توسعه نیمه شرقی کشور و در نتیجه کل ایران، برای کشورهای هم جوار در منطقه و حتی برای ارتباطات اقتصادی جهانی است. هدف اصلی این مقاله عبارت است از برنامه ریزی و سازماندهی سیاسی، امنیتی و اقتصادی فضا در منطقه مکران در راستای ارائه ی یک مدل راهبردی برای مناطق ایران؛ مطالعه ی موردی چابهار. سؤال اصلی این مقاله این است که برنامه ریزی و سازماندهی سیاسی، امنیتی و اقتصادی فضا در منطقه مکران بایستی دارای چه ویژگی ها و مختصاتی باشد که بتوان از آن به عنوان مدلی برای همه مناطق این منطقه و از جمله چابهار بهره گرفت؟ علاوه بر این سؤال اصلی سایر سؤالات فرعی این مقاله عبارت اند از: سازماندهی فضا دارای چه تاریخچه ای است؟ چه نظریاتی در خصوص سازماندهی فضا ارائه گردیده است؟ این مقاله با استفاده از مدل سوآت به منظور دسته بندی عوامل سیاسی، امنیتی و اقتصادی درونی و بیرونی مهم و اثرگذار در برنامه ریزی و سازماندهی فضا در منطقه مکران و شناسایی توانایی ها، کاستی ها، فرصت ها و تهدیدات چابهار در راستای ارائه ی یک مدل راهبردی برای مناطق ایران انجام شده است و برای سنجش وزن سنجه ها از فرآیند تحلیل سلسله مراتبی(AHP) استفاده شده است. نتایج این مقاله نشان می دهد که اولین و بهترین استراتژی مطلوب برای مدیریت و برنامه ریزی فضای سیاسی، امنیتی و اقتصادی در منطقه مکران و چابهار استراتژی های تدافعی است. هدف از این استراتژی، کم کردن نقاط ضعف داخلی و پرهیز از تهدیدات ناشی از محیط خارجی است. این راهبرد مربوط به وضعیت خارجی منطقه مکران و چابهار است و نقاط مثبت (فرصت های) آن را در ارتباط با بیرون ارزیابی می کند. این راهبرد براساس توانمندی های منطقه مکران و چابهار در مقابل تهدیدات بنا شده است و هدف آن افزایش توانمندی های موجود و کاهش تهدیدات است.Political, security and economic of space Planning and organizing in the region of Makran in order to provide a strategic model for regions of Iran; the case study of Chabahar
The main question of this article is that Planning and organizing political, security and economic space in the region of Makran what features and specifics should be which can be used as a model for all areas of the region, including Chabahar? The results of this article show that the region has an exceptional position in terms of communication status. The coastal strip of the Chabahar district is on the same side with the coastal strip of Hormozgan and the north of the Persian Gulf, and on the other side of Pakistan's coastal strip and Karachi. This area is coming by the Sea of Oman, the Gulf of Aden and the Suez Canal, to the Mediterranean Sea and Europe, by the Indian Ocean to Africa and the Nose of Hope (and also the Mediterranean) as well as the Atlantic and the Americas. Also on national security, strategic position of Chabahar ahat on the one hand is due to its location at the entrance to the Oman Sea and Persian Gulf and, on the other hand, having oriental estuaries as well as its harbor because of its proximity to the Indian subcontinent and its natural ability to play the role of covering the Gulf ports in terms of controlling the Strait of Hormuz and its nobility on the southern shores of the Oman Sea, have given Possibility of strict control over the military lines in the Indian Ocean and the Strait of Bab Al-Hamad to the area. Due to the political situation in the region also, the border province of Sistan and Baluchistan, in terms of its neighbors with both Pakistan and Afghanistan and also on the margin of free waters of the Oman Sea has enjoyed strategically and politically sensitive.
